Description Costain will provide management and engineering expertise to support the client organisation, via an integrated Contract Management Office for the planning and delivery of over 40 projects in a five-year period. We will also be responsible for the delivery of design and site works on an Engineering, Procurement and Construction (EPC) basis. You will be based between our office in Manchester and the client’s site in Chester. Applicants are expected to achieve baseline and SC security levels and be willing to work within an integrated team at the client’s premises for the programme management and delivery roles. LI-ES1 Responsibilities The Operational Performance Lead will sit in the programme Senior Leadership Team to manage the overarching activities relating to deployed people resources and the development and maintenance of a high performing organisation. This is a role centred on creating the necessary environment and resourcing for effective programme delivery for the Client, working with specialists across the Costain team to support the delivery needs of the contract. Key stakeholders will include the functional and delivery teams within the programme, the sector HR Business Partner, the sector Talent Acquisition Partner, Workforce Planning Manager and Costain corporate functions. The approach will include the interfaces with client and supply chain partners where required, engaging the whole team. Key Responsibilities Workforce planning: working with delivery and functional teams to maintain a resourcing plan that supports the internal co-ordination of internal people requirements. This includes job rotation as needs change to suit the programme of works, supporting effective utilisation of resources. Supporting the Programme Director and HR Business Partner with the design and implementation of the operating model, over the life of the framework People security : overseeing the securing and maintenance of people security and access control requirements within the Urenco system to demonstrate compliance with contract requirements. On-boarding: overseeing the planning of and identification of recruitment requirements as a single interface with the Talent Acquisition team and deployment teams, completing security and competence assessments and induction activities to achieve effective deployment. Team effectiveness: Design, approval, implementation and maintenance of a Programme team performance strategy including activities relating to Urenco-Costain team relationships, such as recognition and celebration, engagement and external communication to ensure a high performing programme environment. Off-boarding: forecasting and supporting with the off-boarding of people from the contract in line with the workforce plan, ensuring fair balance between individual needs and delivery requirements in line with company processes and in liaison with the HR Advisor. Social Value: co-ordinate the pan-programme activity to embed sustained social value into the operation of the contract. Qualifications Experience of people management / leadership background in people-centred activities and managing utilisation is desirable but not essential, this role would suit a general or project manager.
