We are looking to strengthen our engineering team with a Regional Discipline Lead (RDL) – EICA Estimating & Delivery, based at the Derby regional office with hybrid working available. You will report directly to the Regional Engineering Lead and your role will be to provide technical leadership of the discipline in region. Ensuring that the technical discipline is the right size and shape, has the correct competencies and capacity and that standard design practices are applied in region and contribute to the development of the discipline. You will also provide all regional discipline members with the opportunity to develop and progress Key responsibilities will include: People Management Duty of care in discipline in region. Training & Development Planning in discipline in region. Staffing levels and personnel management in discipline in region. Long term staffing/succession plans in discipline in region. Staff performance reviews/PDRs in discipline. Engineering Discipline Management Application of strategic design philosophy in discipline in region. Competency management in discipline in region. Technical quality in discipline in region. Task time requirements (estimates) in discipline in region. Application of task delivery methods and toolsets in discipline. Allocation of best-fit, competent staff to projects in region. The use of common, secure, information management systems in discipline in region. Development of documentation and toolsets for project delivery (EICA subcontracts). Oversight of the contract filing systems, discipline specific, used for the project delivery to ensure accurate records are maintained throughout the project duration. Monitoring, review and update of documentation and toolsets for project delivery (subcontracts). Development of documentation and toolsets for project concept phase (tender or ECI). Monitoring, review and update of documentation and toolsets for project concept phase (tender or ECI). Work closely with the engineering EICA RDL in region to ensure alignment of approach. Operational Management Contributing to definition and implementing technical strategy in discipline. Contributing to discipline productivity. Tactical technical risk in discipline in region. Client relationships and service management in discipline in region. Building partnering relationships and undertaking stakeholder management. Interfacing with the engineering leadership team in region to build stakeholder relationships and promote efficient, standardised design and practices. Responsibilities Lead the Project Delivery EICA contract engineering function across the framework portfolio of work in region to meet design intent and project requirements. Co-ordination of subcontractor designs and deliverables including package equipment suppliers. Promote utilisation standard designs and design practices amongst the construction team and external stakeholders. Review and co-ordination of comments on subcontractor designs and deliverables including package equipment suppliers. Assist with the Project Management strategy. Establish and maintain the contract filing systems specifically for EICA Subcontracts. Liaise with subcontractors and suppliers to the region (i.e. to balance workload). Liaise with site management on design and procurement issues. Monitor overall subcontract performance in region. Work closely with design departments to ensure timely progressing of quality solutions. Evaluate innovative solutions and processes. Lead the EICA estimating function across the framework portfolio of work in region, including management of the EICA estimating team. Interface with the framework design, engineering, and delivery teams to provide estimating support for tenders. Work with the Lead Estimator to manage the EICA estimating resources across the region. Lead on the development of EICA estimating strategies. Experience of technical design in a design-build environment. Experience in the water treatment industry. Experience in leading and managing project delivery (contracts engineering). Degree in a discipline-related subject, or substantial experience. Working knowledge of various conditions of contract especially NEC. Experience of supply chain expedition. Experience of project delivery in a design-build environment. Experience in leading and managing tenders. Experience of working as an Electrical Estimator in the water sector. Experienced pricing medium to large value projects. CDM & Health & Safety knowledge. Must be quality-driven with the ability to set targets, manage and motivate multi-disciplinary teams to deliver to time, cost and quality objectives.
