Sitting within Customer Compliance Directorate, Fraud Investigation Service (FIS) consists of approx. 4,900 professionals - spanning tax, counter fraud and operational delivery professions including a range of specialist skills. Each year our teams bring in billions of pounds in yield for the Exchequer and deliver over 600 convictions.
HMRC\\\'s Fraud Investigation Service (FIS) is responsible for the department\\\'s civil and criminal investigations into the most serious fraud and wrongdoing. Led by Director and Chief Investigation Officer Richard Las, HMRC\\\'s fraud investigation capability is fundamental to managing and reducing the tax gap, meeting HMRC\\\'s strategic objectives and supporting aims of a healthy tax system. It is also a key component of the compliance strategy, promoting compliance across the population and prompting behavioural change, preventing and responding to harmful attacks on the tax system and ensuring none are beyond our reach.
Individuals & Businesses brings mainstream operations together to deliver the full range of criminal, civil and regulatory investigations into serious tax fraud and money laundering as well as highly specialist casework in relation to strategic exports and sanctions enforcement.
Job description
Key Responsibilities:
* Contribute to the leadership of HMRC; leadership role model for FIS
* Support the CCG business in line with the HMRC ambition through delivery of operational outputs
* Work co-operatively with the other DDs to facilitate delivery of overall FIS contribution, improve the quality and effectiveness of high impact investigations and identify and tackle risks to national operational delivery.
* Support and advise Director FIS on ways to deliver high quality and professional investigation work across FIS and to ensure the flow of work to meet the requirements of FIS\\\'s contribution to the CCG plan.
* Improve the engagement scores of our people and work towards one HMRC and civil service objectives.
* Provide Senior Tax Professional advice and leadership for FIS
* Delivery of areas\\\' contribution to the operational outputs from FIS\\\'s plans.
* Lead, motivate and develop operational staff to engage them in delivery of their part of FIS\\\'s operational delivery requirements.
* Identify and develop current and future capacity and capability requirements, including workflow requirements, and embed a culture of continuous improvement.
* Provide/receive and integrate resource as required to deliver FIS, CCG and HMRC requirements.
* Identify and develop key projects and be accountable for ensuring that delivery happens within expected timeframes.
* Improve understanding and approach to Organised Labour Fraud as Senior Responsible Officer, expanding and developing our current approach, managing competing demands and using evolving technology.
* Accountable for the management of resource and expenses budgets. Applying successful workforce planning and sound judgement to ensure value for money and that available resources meet prioritised demand.
* Maintain a high level of understanding of the technical work of specialist teams such as intelligence analysis and of the current sanctions regime.
* Carry out assurance work across the I&B operations to ensure work is completed consistently, cohesively and effectively, in line with delivery priorities.
* Develop new interventions and improvements to existing interventions, in particular to deal with cases across the whole range of taxes and duties.
* Management of approximately 9 direct reports at Grade 6 and leadership of around 800 staff.
Person specification
The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria.
Essential Criteria:
* Previous knowledge/expertise and practical experience in leading investigation and/or operational compliance delivery teams.
* A proven track record of successfully leading large geographically disparate teams within an operational delivery environment
* A leader in strategic approaches to tackle tax fraud - setting the direction and leading across internal boundaries to deliver impact
* Significant senior stakeholder management experience (both internal and external)
Qualifications
Essential qualifications and professional memberships:
• Tax professional qualifications IDP ITS2 or predecessor qualifications (CPT, FT2)
