Brief Description
This role sits in Route Services, a business area that supplies services to the routes in the safest, most cost-efficient and effective way, enabling them to benefit from economies of scale and optimised national resources.
The Health, Safety, Sustainability (HSS) team provides subject matter advice, assurance, direction, and support to Route Services business areas, delivering on the HSS strategy, high-risk areas of improvement, and Occupational Health and Wellbeing.
About the role (External)
You will lead selected investigations into serious accidents, incidents, and Life Saving Rule breaches, through examination of evidence to establish immediate and underlying causes, and to make suitable recommendations to improve health, safety, and compliance. Undertake assurance and audits to deliver the audit programme for the Route Services Health, Safety & Environment (HSE) team.
1. Lead selected serious investigations; delivering investigations to professional standards, identifying immediate and underlying causes, and delivering reports of a high standard which fulfil the remit timescales and justify recommendations to correct the causes identified.
2. Carry out audits and other special topic assurance, as specified in the HSE Assurance Programme for Route Services activities.
3. Implement the audit arrangements to agreed timescales, develop detailed audit protocols, and produce timely high-quality audit reports and analysis.
4. Review the findings from assurance activities with auditees and enter the relevant details of Non-Conformances and corresponding actions into the company database.
5. Liaise with responsible managers on progress with closing out audit/assurance actions, provide the appropriate assurance checks on closure, and enter details of closure into the company database.
6. Coach colleagues who are performing Level 1 and Level 2 investigations concerning Route Services and support those charged with implementing recommendations.
7. Analyse assurance and investigation outputs to identify issues and make recommendations for improvement based on recognised best practice.
8. Undertake verification activities on the actions taken to address assurance and investigation findings.
9. Assist in the development of the Route Services HSE teams Assurance Programme.
What essential skills and experiences are required?
Essential
* Educated to degree level or equivalent relevant work experience in Health, Safety & Environment investigations and/or assurance.
* Knowledge of the Health and Safety Management System and relevant legislation.
* Lead Auditor qualified - (passed IRCA or equivalent approved course).
* Detailed knowledge of investigation techniques and able to demonstrate their proper application.
* Good interpersonal, influencing, communication and organisation skills.
* Excellent report writing and presentation skills.
* Able to plan and prioritise own work.
* Logical thinker, with good analytical skills and computer operating skills.
Desirable
* Good knowledge of railway operations.
* Membership of a relevant professional body e.g., IOSH or IEMA with appropriate membership status.
* NEBOSH Certificate Safety or Environment.
* Personal Track Safety (PTS).
