BusinessPartners will work closely with all stakeholders to ensure best useof limited financial resources providing the strategic financialinsight intelligence and supportneeded.
Respond togovernment and professional consultations implementation of bestpractice models and any other suchrequirements.
The postholders primary activity is to provide an effective Business Partneringfunction to the council and to contribute to the development of thepolicies activities and service improvements required to deliverthe function.
BusinessPartners will work to ensure that finance staff deliver tocustomers in an efficient manner within a professional businessframework.
The post holderwill have a body of theoretical and practicalknowledge.
Provide adviceand support which demonstrates depth of knowledge expertise andcustomer focus and be responsible for the provision of revenuemonitoring capital monitoring budget setting (revenue and capital)MTFS setting closure ofaccounts.
The post willsupport the council s leadership at all levels and develop astrategic and workable response to the financial challenges thecouncil faces in relation to the Services they aresupporting.
KeyDuties/Accountabilities:
To proactivelylead the financial advice and support to the defined service areaparticularly with reference to revenue and capital monitoringincluding delivering savings and the budget setting and closure ofaccountsprocesses.
To ensure thatfinancial information is relevant and balanced and is received bydecisiontakers at the appropriatelevel.
To ensure thatfinancial data analytics are used where appropriate to betterinform budget monitoring and longerterm financialplanning.
To work withservices to ensure the accuracy of information input to systems andproper responses to systemoutputs.
To regularlyspend time in the designated service to become an integral part ofthe management team within the service area and to develop andmaintain a detailed understanding of the service area beingsupported.
Ensure managerswithin the service areas supported receive the financial managementtraining required to be effective in their roles and are aware ofFinancial Regulations (in particular the responsibilities of theDirector and budget holders/managers) and requirements forobtaining the necessary approval prior to takingdecisions.
Continuallyreview update and report on quantified financial risks andopportunities in the delivery unit or commissioning area supportedadvising how the risks can be mitigated and the opportunitiesexploited.
To advise theStrategic Business Partners of any matters that should be referredto the Chief Financial Officer in their S151 role on fundingfinancial management and accounting requirements in respect of theportfolio of services which the postholder has responsibilityfor.
Working closelywith the Strategic Business Partners to contribute towards thedevelopment of the Integra Financial Management System working withthe designated service areas and the team responsible for themaintenance and development of Integra to drive improvementsforward.
To lead manageand motivate staff through excellent communication professionalguidance support and development in accordance with the council spolicies andprocedures.
To becustomerfocussed and to develop selfservice underpinned by reducingfinancesupport.
To provideadvice and support to Members management board directors and deputydirectors on the full range of issues within the scope of thejob.
To ensureeffective financial support to programmes andprojects.
To undertakeany other tasks duties and responsibilities as directed andappropriate to the grade and role of thepost.

EssentialExperienceRequired:
Accounting andbudgetary experience sound knowledge of local government financeframework accounting principles and standards statutoryrequirements and relevant codes ofpractice.
Knowledge ofthe major issues facing local government understanding of thenational policy context requirements and future direction for localauthorities.
Goodinterpersonal and communication and presentation skills with provenability to communicate effectively to a wide range of audiencesboth horizontally and vertically financial and nonfinancialthroughout the organisation Sound knowledge of accountingprinciples andstandards.
Experience ofattending Member Committees and/or other corporate/board meetingsExperience of financial appraisals modelling techniques developmentof businesscases.
Staffmanagement experience with the ability to lead and develop a teamRelevant service accountingexperience.
Experience ofdelivery of changeprogrammes.
EssentialQualificationsRequired:
Qualified CCABAccountant or Equivalent Relevant FinanceQualification.
Participationin Continuing ProfessionalDevelopment.
Responsiblefor:
Overall day today responsibility for managing up to 6FTE.
Providingfinancial management advice to service managers with budgetresponsibility of up to200m.
