Clinical Responsibility The post holds no direct clinical responsibility; however, they have direct contact with people with mental health challenges through co-production sessions, teaching sessions and 1:1 support. Work closely with people who use services, such as students, clinicians, managers, and other staff, to ensure that specific service delivery areas provide optimum quality of care in line with national standards and local targets. Lead or support implementing change programmes to improve the support that empowers people in their personal recovery. Take part in coproduction sessions to develop services. Leadership, service development and staff management responsibility Ensure effective operational management and support are in place for all staff working on behalf of the College. Ensure supervision and annual appraisals are in place for all staff working on behalf of the College. Promote the college's effective delivery through programme support and data analysis, providing effective leadership and delivery of a structured, goal-oriented approach to operational and strategic development and creating new initiatives within the college. Provide strategic and operational management of the college. Provide line management and supervision to all college staff, including recruitment and career development, and ensure all staff have annual objectives and appraisals. Provide review, analysis, and fresh thinking to identify priorities and promote a culture of continuous improvement. Support the college in delivering improved performance and high quality per the Trust's Strategy and key priorities. Influence the organisational change by promoting personal recovery across Hertfordshire and within the Trust. Ensure all tutors are adequately supported, and support sessions, INSET sessions and development plans are reviewed. Ensure the Student Development programme is progressive and iterative. Work with internal and external stakeholders to improve the college delivery and student development programme. Help HPFT staff to participate in the college, engaging in the coproduction and codelivery of courses and sessions. Support work to establish the effective delivery of the operational service of the college through strong programme management, data analysis and performance improvement that will improve operational productivity and performance Oversee the College in achieving strong performance, efficient use of resources and clear pathways. Financial Responsibility Manage delegated budgets according to the organisations policies, procedures, and financial instructions. This may include implementing cash-releasing efficiency targets on an annual basis. Seek funding opportunities in partnership with community agencies to jointly fund projects. Liaise with the Financial Business Partner to ensure monies are allocated and discuss future development plans and spending. Identify alternative funding sources to support the college development, creating business plans and business cases. Liaise with the Commissioners to develop the College and ensure contracts are fulfilled. Develop business cases and projects that enable the continued development of the college. Seek opportunities to attract/create resources to redesign and/or develop services within the organisation and partner agencies. Service Development and Improvement To support service development and ensure co-production processes and policies with all stakeholders, including students and people with lived experience. Ensure that all key aspects of the college's operational mobilisation of new initiatives and projects are in place. Establish a multi-agency Curriculum Board to oversee all courses and seminars ensuring robust governance and courses development follows best practices and evidence base; Apply appropriate tools and methodologies to identify and manage strategies for inclusion and engagement. To develop and facilitate a learning environment within the Lived Experience Workforce that promotes evidence-based practice, research, and development; to actively produce lived experience-related research and publications. Develop the academic year and robust curriculum offered equally across the county and within HPFT services. Contribute to the systematic governance of the College; Provide updates on the implementation of College development plans to the relevant governance structures; Support work to monitor and benchmark practice to ensure the best quality services for students and stakeholders; Provide performance reports and liaise with commissioners to ensure performance and targets are achieved. Curriculum Development Ensure all course and curriculum development follows the College fidelity criteria and is co-produced and co-delivered, delivering the curriculum co-productively with people with lived experience. Ensure positive learning experiences are delivered; To provide a non-discriminatory service that is comprehensive and accessible to a broad range of students who have physical or mental health problems and who are over 18 years of age. Support GPs and other mental and physical health, primary and secondary care staff to input into developing courses/seminars. To develop local knowledge of the locality and its services and facilities, particularly about mental, physical and general wellbeing health issues. To ensure the College provides a flexible service as far as possible regarding hours, enabling. Provide and receive information related to mental and physical health and wellbeing to individual/s or groups of people who use services, including students, relatives, carers, students, members of the public, and professionals, including education specialists and lecturers. Communication Oversee the development of the communication strategy for the College, working closely with the Communication and Marketing Officer to ensure equal access for everyone living in Hertfordshire; Development of the website and profile of the College online and on social media; Make other service providers in the statutory and voluntary sectors aware of the College service and direct students to other appropriate support sources within the local community as required. Proactively develop robust professional relationships with the primary and secondary care team (e.g., General Practice staff), social care, public and voluntary sectors; Proactively develop robust relationships with people with mental health challenges, students and experts by experience co-producing and co-deliver the College, e.g., establishing a College student council, pro-duction protocol etc.; Communicate with external agencies (including housing, police, local authority, employers, employment support workers, third sector providers etc. to promote the service and improve access for targeted groups; Provide and receive information related to mental and physical health and wellbeing to individual/s or groups of service users, relatives, carers, students, members of the public and professionals, including education specialists and lecturers; Work closely with Trust Communications, Engagement and Marketing team to promote the service. To present and receive highly complex information to a range of staff members and in situations where atmospheres may be hostile or antagonistic, and information may be contentious. E.g. service user and carer data, performance data, etc. Learning and Development Ensure that consideration of underpinning learning and development issues are incorporated into reviews and strategic and service changes. Promote a culture of learning and continuous improvement. Identify best practices locally, regionally and internationally and draw this into the trust. Professional Responsibility Take personal responsibility for achieving agreed College activity following service policies; Adhere to the policies and procedures of Hertfordshire Partnership Foundation Trust; Maintain appropriate records in keeping with service operational policy Participate in setting and review of objectives for the post on an annual basis; Participate in activities of continuing professional development (CPD) on an annual basis; Attend professional meetings as appropriate; Proactively take responsibility for attending supervision and line management regularly, participate in objective setting and performance reviews and respond to agreed objectives. Be aware of and comply with the service's policies, procedures and standards. Work autonomously in reviewing the day-to-day performance of operational elements of the College, liaising with the subcontracted organisation regularly.
