Minimise costs, through effective planning & daily monitoring in line with fleet requirements. Act as a single focal point for all sea staff enquiries associated with assigned vessels and co-ordinate the delivery of all responses - this will require the incumbent to effectively collaborate with other SSML team members in order to respond on all matters such as training, study, promotion, etc. Monitor vessel experience matrix and identify/implement options to maintain compliance, in line with Q88. Assist Leadership Development Officer in managing officers’ performance/development, through GPAs. Responsibility for any disciplinary issues; record management of disciplinary issues on board. Act as SSML representative in shore side Investigation Hearings and Lead investigator in SSML hearings. Ensure PDP process is adhered to in line with the Company disciplinary procedure. Ensure the accuracy of activity, data records, expenses, Long Tour Bonus, SRA on Personnel database to successfully drive sea staff payroll and ensure timely release of funds to all seafarers Monitor crew travel arrangements with the manning team by running regular planning meetings (PDM meetings). Have a working knowledge of our medical database, Omnisafe, and Thomas Miller Claims Management (TMCM), in order to monitor medical cases in the absence of Medical Liaison Officer, working knowledge of sick pay process. Minimise costs, through effective planning & daily monitoring in line with fleet requirements. Compliance with our Business Management System (BMS)/Proactively monitor and update BMS. Be part of the out of hours Duty Team if required Delivery against existing KPI’s Review of Personnel between different fleet groups in order to accommodate the Company 24-month plan by managing the Manning Stats and identifying attrition gaps for recruitment requirements. Proactively communicate with Ship Management customers (primarily vessel superintendents and on-board Ship Management Team members) regarding vessel crewing plans and act as a 'single customer focal point' for enquiries; lead a weekly dial in. Liaising with Training Officer regarding study leave requests in line with fleet demands. Develop forecasts to drive promotions and 'experienced hire' recruitment requirements in line with the Companies manning stats; update and monitor internal GANTT chart (if applicable for specific projects) as and when required. Monitor service providers (crewing & travel agents) and ensure service delivery and minimise costs. Liaise with the Crew Operations Manager in order to report any medical issues which result in a Medevac. Liaise with Officers and Training Officer to ensure maximum attendance at Fleet Officer Conferences. Provide support to UPL regarding Ratings and Filipino Officers. Liaise closely with the manning agencies to ensure smooth transfer and follow up of information/planning to provide flawless execution. Monitoring budgets. Assisting with testing and rolling out personnel data base (Shipmate, Seafarer Portal). Assist with adhoc projects, ship deliveries, transitions as and when required. Vessel Green Cards, SIGTTO, Videotel are actioned. Resignations and Retirements. Ensure all operation seafarer expenditure is correct and allocated correctly. Provide weekly relief plans to the vessels. Seafarers Office Visits logistics. Assist in Emergency exercises. Dimensions In total, the personnel officers are directly responsible for approximately 10 – 12,000 crew movements per year. Responsible for day-to-day interaction with the Manning Agents and monitoring of service levels. Focal point in cases of medical and other emergency repatriations and/or response situations where the welfare of our seafarers is paramount. Fleet groups can vary in size and complexity in terms of stakeholders and trading patterns, time zones, etc. The portfolio may cover one or more fleet groups. Each fleet group will consist of at least one Manning Officer and one Personnel Officer who report to the Crew Operations Manager Challenges Acts as a role model to others in relation to customer service Delivering time critical roster solutions and developing multiple contingencies. Operating within a highly regulated, high-risk industry. Dealing with multiple regulatory jurisdictions and diverse nationalities. Seeks to keep up to date with external developments in IT and identifies opportunities to apply these new developments for business benefit. Dealing with multiple customers, and potentially fleet groups, that have varying challenges as well as hundreds of individual seafarers. Occasional travel is a requirement of the role. Duty of Care Experience Understanding of STCW and how Flag States incorporate these standards into regulation. Demonstrated ability to manage multiple inputs, effectively forecast and proactively identify solutions and contingencies in time critical situations. Excellent interpersonal and communication (verbal & written) skills with the ability to manage multiple stakeholder relationships. Rostering or scheduling experience is a distinct advantage. Analytical and problem-solving skills. Strong record keeping experience. Experience with Microsoft Office products.
