This is a unique opportunity to shape, design and implement the organisation for a new Arms Length Body (ALB) the Infected Blood Compensation Authority and build high performing teams. Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. When IBCAs work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer. Job description The Training, Planning & Optimisation Lead Role in IBCA will work directly to the Head of People and Capability. You will be responsible for Wellbeing, Training, Guidance and Engagement within IBCA operations. You will directly manage a team of HEO Guidance Authors and HEO Training Managers. You will work directly with SLT and key stakeholders to assess skill gaps and identify training needs. To support the requirement to rapidly establish the operational function, this role will be expected to operate flexibly to assist with the readiness activities required to set-up the operational delivery function. You'll be responsible for implementing a training strategy that aligns with IBCAs objectives. Responsibilities The People Experience for new recruits which includes Onboarding and induction processes, working with recruitment stakeholders; Leading the uptake of approx 900 recruits ensuring all training, upskilling and consolidation to be delivered to the highest of standards; Coordinate continued training and learning journeys for IBCA; Work with SLT to ensure key deliverables are achieved; Establish and develop collaborative relationships across IBCA, communicating and driving forward change; Lead, manage and coach a team of Guidance Authors and Training Managers, providing quality assurance and feedback, sharing recommendations to increase team capability; Monitor your team's personal development plans, assess employee performance and capability and provide constructive feedback to promote development and productivity via regular performance and quality assurance conversations; Set stretching goals and objectives for your own team, aligned to IBCA priorities, fostering a culture of continuous learning through coaching and development to enhance skills and expertise; Proactively manage your own performance and personal development in partnership with your manager including developing your own capability, sharing knowledge, skills, and good practice to support the development of others; Maintain a strong organisation of own work by setting clear goals, managing deadlines, and keeping accurate records. Person specification Essential Criteria Current demonstrable experience in leading, managing and coaching teams including managing the performance, capability and attendance needs of a team or teams; Experience of developing strong and sustainable relationships with a range of internal and external stakeholders through a variety of communication channels; Excellent organisational, time management and record keeping skills and the ability to multi task; Ability to effectively prioritise and change focus to respond to emerging priorities under pressure. Additional Information As we build the operations team you will be expected to be based on site full time. Following this you will be expected to work from the office at least 80% of the time.
