Duties Description Provide supervisory and administrative leadership of facilities and staff serving both the public and the Department for the Crown Point working circle. Responsibilities include, but are not limited to, budgeting, operating, maintaining and rehabilitating several campgrounds, multiple dams and flood control structures, as well as numerous boat launches, fishing access sites, trail head parking lots and other infrastructure ensuring compliance with all laws, codes policies and procedures providing a safe and healthy environment for employees and the public.
Must be able to prepare annual budgets and ensure operational needs are met while expenditures do not exceed allocations. The position will scope, spec, design and plan contract projects with Programs to meet division goals and needs. Manage and be accountable for multiple allocations and funding sources. Work with multiple divisions, and other state agencies to assure purchasing, procurement, and general spending guidelines are adhered too.
This position will oversee many contracts and construction operations including small discretionary contracts to more major bid/award jobs. Supervise, develop, scope, and oversee the F/A & JOC maintenance & construction. TSR review, follow up and coordination. Business case, DPAT, Asset Management, and Capital project database tracking. Ensure compliance with federal and state codes, laws, and department policies and procedures.
The position ensures SPDES, fire and other inspections are completed and problems are abated as required. Communicates regularly with staff, management and other COS 3's to improve public safety, efficiency, productivity and regional facilities. Ensure all staff receive annual trainings as required and adherence to all DEC policies and procedures. Additionally the position will have an active role in agency initiatives including, but not limited to, sustainability, green infrastructure, ADA accessibility and Adventure NY.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.
OR
Open Competitive: Either 1. four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight;
Or 2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.

Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer in accordance with Civil Service Law.
