NHS North East London Integrated Care Board (ICB) was formed on 1 July 2022. We are an exciting new organisation putting the needs of communities at the heart of our commissioning arrangements. We are working with local people and partners across health, social care and the voluntary sector in innovative ways to improve health and wellbeing for all our communities. Our key priority in the next year will be to develop closer integrated and collaborative ways of working with all our partners to implement our Out of Hospital Strategy.

This role offers an extraordinary opportunity to shape the strategic direction of health and care in north east London. As CSTO, you will ensure that our resources are aligned with population needs, leading a bold transformation agenda focused on addressing historic inequalities, developing our system partnerships, and preparing for the health challenges of a fast-growing and diverse population. Your leadership will help drive system-wide strategy based on the principles of integration across all parts of our system and population health.
You will lead the development and execution of north east London's integrated care strategy, ensuring alignment with national and regional healthcare goals and our commitment to equity, innovation, and high-quality outcomes. You will also oversee system-wide commissioning for planned care, specialised services, and acute care, developing sustainable relationships with provider collaboratives to deliver high standards of care across all boroughs, acting as strategic commissioner to ensure equitable access and quality of care, regardless of geography or background.
Main duties of the job
With a genuine population health focus, you will develop a robust population health framework, integrating data and analytics to direct resources where they are needed most, championing proactive approaches to public health, working with colleagues to deploy programs that address our residents' evolving healthcare needs.
A natural relationship former, you will foster a collaborative culture across the ICB and ICS, engaging local authorities, provider collaboratives, and voluntary organisations while building strong relationships with other ICBs, regional and national NHS bodies, and community groups to advance health outcomes in alignment with local priorities.
Our ideal candidate will be a transformational leader with proven experience at a senior level in a complex healthcare organisation. You will bring a deep understanding of healthcare planning, commissioning, and system integration, along with a strong track record of leading change. We have an exciting opportunity for a visionary Chief Strategy & Transformation Officer (CSTO) to join our Board and lead our journey towards transforming health and care. As an executive team member, the CSTO will champion long-term planning, oversee system-wide strategy, and drive sustainable transformation across our healthcare infrastructure to address health inequalities and improve population health outcomes.
Our mission at NEL ICB is to build an integrated, resilient health and care system where every resident can access high-quality, compassionate care, and enjoy improved health outcomes. With a budget of £4.5bn, we work with a coalition of health and care providers, local government, voluntary sectors, and residents across north east London. Covering a population of over two million residents, our work spans the City of London and seven boroughs: Hackney, Tower Hamlets, Newham, Waltham Forest, Redbridge, Barking and Dagenham, and Havering.
