On behalf of DAERA (Department of Agriculture, Environment and Rural Affairs of Northern Ireland), we are looking for a Project Delivery Support Officer for a 4 Month contract based Hybrid - Remote & 3 days p/week in the Belfast Office.
Following the publication of the Windsor Framework in February 2023, the UK Government has given a commitment to the EU on the infrastructure that it will have in place to support the delivery of Sanitary and Phytosanitary controls under the Official Controls Regulation. The role is required to support the SEO to develop and deliver robust change management. The 'Go Live' workstream is being mobilised to manage the transition to the permanent facilities at all points of entry and supporting other workstream leads to deliver fully operational inspection facilities. The post holder will be required to travel on official duty & must have access to a form of transport which will enable them to fulfil their responsibilities in full. This includes travel to remote and rural locations in Northern Ireland, often inaccessible by public transport and travel to Great Britain and the Republic of Ireland may also be required.
Responsibilities:
1. Identifying & delivering activities to provide fully operational SPS Facilities.
2. Working in partnership with key user groups (VSAHG / Plant Health / Local Councils) to define & deliver a Go Live plan for those aspects of port readiness.
3. Identifying & implementing process improvements in the end-to-end trader journey.
4. Supporting stakeholder engagement through leading on & chairing specific meetings or working groups with users.
5. Developing transition & customer handover plans through engagement with wider project team & stakeholders.
6. Delivering advice on changing processes through delivering awareness sessions & preparing relevant written updates for staff & site users.
Requirements:
1. Demonstrable support experience within Project / Change Management environments.
2. Experience of supporting colleagues & stakeholders through change / transition in processes or goals.
3. Strong stakeholder collaboration experience - internal & external.
4. Excellent communication skills - written & verbal.
5. Ability to prepare project papers / documentation & deliver presentations.
6. A relevant Project Management / Change Management qualification - desirable.
