We are part of Enterprise Transformation Group who have overall accountability for ensuring HMRC\\\'s delivers its strategy and ministerial priorities. We are central to ensuring HMRC delivers modern digital services; enhanced customer services and improve compliance, while ensuring our underpinning technology and data is both secure and resilient. The Portfolio team is made up of approximately 130 colleagues across multiple locations and is integral to delivering HMRC\\\'s vision to be a trusted, modern tax and customs department and to achieving its Tax Administration Strategy which sets out the government\\\'s reform ambitions over the period from 2020 to 2030. Within Enterprise Transformation Group (ETG), we want to run a best-in-class portfolio management function to support delivery of HMRC\\\'s strategy and government priorities, realising benefits for customers and our people. The Portfolio Management Directorate, therefore, has the following objectives for 24/25:Portfolio Performance and PrioritisationDecision-Making and GovernanceTeam and CulturePlanning and ReportingWith the start of a new Spending Review period in 25/26 we will be refreshing our Vision and Mission and will relaunch the Portfolio for 25/26 and set out new success measures to enable effective monitoring.Job descriptionThe Portfolio Management (PfM) Delivery Team ensures Programmes are joined up and being delivered in-line with quality standards and resolve any inter and intra-programme issues before they risk impacting the strategic intent of the Portfolio. The purpose of this role is to lead on ensuring that the Portfolio delivers it\\\'s agreed outcomes and objectives as well as being accountable for ensuring the portfolio is delivered to plan and scope.Responsibilities:Lead engagement across 100+ change initiatives, ensuring the Portfolio is delivering to plan and scope to achieve progress against the HMRC level strategic objectives.Drive proactive resolution of cross portfolio issues by the creation and leverage of strong functional relationships across the HMRC Stakeholder population.Drive critical assessment of and improvement to the delivery environment within which the Change Portfolio operates supporting increasingly efficient delivery.Lead engagement across the Change environment to ensure that funding is targeted ensuring Transformational change is prioritised and delivered effectively.Build a longer-term view of technical demand requirements for all Change initiatives - working with Chief Digital Information Office (CDIO), Change Delivery Group (CDG), and multiple supplier led Delivery Groups.Ownership of the Early Lifecycle PDP contract - put in place to support change initiatives to define and shape their scope/delivery effectively - and driving the identification of opportunities to utilise this contract to improve deliverability of change initiatives linked to.Lead across Enterprise Transformation Group to ensure a clear articulation of design standards and expectations for each phase of the lifecycle - improving the definition and design of change prior to initiatives moving into development.Lead the application of Government/IPA PDP standards across HMRCs £1bn Change Portfolio.Lead the improvement and utilisation of Programme delivery data to enable data driven management of HMRCs Change Portfolio.Support the HMRC ambition to effectively categorise, prioritise, support and assure delivery of all levels of Transformation change - driving the necessary cultural changes required to enable this.Lead the analytical function for PfM, overseeing the statisticians and operational research analysts who analyse and report on Project, Programme and Portfolio data.Drive identification and active use of lessons learned in delivery of large-scale transformation change through engagement with delivery Programmes through all stages of the lifecycle.Playing a full role as a member of the Portfolio Management Function Senior Leadership Team, the wider Enterprise Transformation Group and HMRC leadership teams.Direct line management of 7 Grade 6s. Overall responsibility of 40+ permanent staff members across a number of regions.Person specificationWe are seeking an experienced leader and manager. The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria.Essential Criteria:Experience leading and influencing in a large, complex organisation delivering organisational wide transformation.Demonstrable ability of leading and managing Portfolio functions across a spectrum of delivery methods and approaches. This should include assessing effectiveness and challenge while balancing organisational needs and capabilities.Strong analytical and insight skills able to leverage programme and project data to drive portfolio performance. (Experience of ServiceNow would be an advantage but not essential).
