Job Details
Reporting to the Service Manager, this Lead Consultant role is within the Flooding, Shoreline and Harbours team of Structural Services, within Roads and Transportation Services. This position is predominantly focused on leading the Flooding, Shoreline and Harbours team.
The main purpose of this role is to lead the delivery of the flood risk management, coastal and harbours team and obligations in accordance with national legislation and the prescribed standards and policies of Fife Council.
Responsibilities include:
1. Leading the provision of professional and technical input into the development and implementation of effective and efficient flood prevention, shoreline management, and harbours functions.
2. Managing the procurement, design, and supervision of hydraulic flood and coastal studies and construction projects.
3. Developing forward design and construction programmes for flooding, shoreline, and harbours projects.
4. Implementing the Council's duties as harbour authority under appropriate legislation.
5. Reviewing new legislation, best practices, and technical standards within the flooding, shorelines, and harbours functions.
6. Researching and preparing reports for the Service Manager, working groups, or committees on technical, financial, performance, and service delivery issues.
The Person
* Educated to SCQF level 10, which includes an Honours Degree in Civil or Structural Engineering or equivalent.
* Registered as a Chartered Engineer or hydrologist with an appropriate professional body (e.g., MICE, MCHIT, MI StructE, MCIWEM).
You will also have:
* The ability to provide a regular and effective service and promote a positive culture in the workplace.
* Effective communication skills.
* Detailed knowledge of civil engineering functions, particularly in flooding and shoreline management.
* Extensive knowledge of civil engineering specifications, contract conditions, and tendering procedures.
* Knowledge of Health and Safety legislation, including CDM 2015.
* Strong report writing and analytical skills.
* Experience in preparing and managing project plans and programmes.
* Experience managing contracts using the NEC suite of contracts.
* Time management skills with the ability to prioritize tasks effectively.
* Ability to manage, assess, design, and deliver flood, coastal, and harbour-related schemes.
