Connect2Luton are excited to recruit an Operational Manager on behalf of Luton Borough Council.
Main purpose of position:
The Adult Social Care Service exists to help people achieve the outcomes that matter to them in their lives, promoting their wellbeing and independence through both statutory and non-statutory interventions and preventing, reducing or delaying their need for Care and Support.
The Operational Manager's role is to directly manage the social work team(s) and contribute to the effective leadership, quality assurance, risk management and safeguarding matters for Adult Social Care, supporting the senior management team in delivering good quality services and effective integration between health and social care through collaboration with stakeholders and partners across the system.
You will be responsible to:
1. Meet Luton's statutory duties under the Care Act 2014, Mental Health Act 2007 and related legislation and guidance for adults with care and support needs and their carers.
2. Lead a team in implementing Luton's responsibility for providing assessment and Adult Social Care services to the locality relevant to the team or the hospital, ensuring assessments conducted are strength-based and holistic.
3. Ensure that effective risk management, decision-making and preventative work is undertaken to promote the wellbeing of customers and carers while safeguarding people effectively.
4. Demonstrate effective systems leadership, working with a range of partners and other professionals across the health and social care sector, contributing and supporting the Service Manager with the development of strategic plans.
5. Chair safeguarding strategy meetings (and other meetings concerning complex issues), as required, and support staff involved in carrying out safeguarding investigations. Participate in "MARAC, MAPPA and VARAC" rota.
6. Respond to complaints and freedom of information requests constructively, ensuring any learning is implemented and shared accordingly.
7. Be responsible and accountable for the budget within the delegated authority, set out in the Council's financial regulations and in line with value for money principles.
8. Contribute to the annual budget planning process for the organisation and the wider program of savings across ASC. Assist the Service Manager with long-range financial plans.
9. Plan and deploy resources effectively, optimizing staff capacity and capability to deliver a service responsive to the needs of people and the business, ensuring ASC key performance targets are met, as well as the Council's overarching priorities.
10. Provide effective management and inspirational leadership to a multidisciplinary team to ensure effective, evidence-based assessment and support, accessible care, and a culture of continuous quality improvement.
11. Recruit, motivate, train and develop staff, adhering to relevant policies and procedures. Play a leading role in practice development through coaching, mentoring, and modeling good practice in assessment. Monitor and review individual staff performance & practice through appraisal and effective supervision.
12. Deal with performance and conduct issues promptly and in line with Council employment procedures.
Skills and Experience
1. In-depth experience of delivering assessment and care support functions within a Social Care or Health setting.
2. In-depth experience, knowledge and application of the early intervention and preventative agenda.
3. Able to work collaboratively, leveraging partnerships and working in an integrated way, using a 'strength's' based approach to deliver better outcomes for individuals and services.
4. Demonstrable & proven organisational skills - able to manage periods of competing pressures, conflicting demands and priorities and plan workload to meet strict deadlines and targets.
5. Demonstrable resilience, decision-making, judgement and problem-solving skills.
6. Analytical skills - able to analyse and interpret data and produce meaningful statistics and reports.
7. Demonstrable knowledge, understanding and ability to motivate and develop a staff team.
8. In-depth knowledge and application of quality control and assuring services.
9. Ability to reflect on own practice and development.
10. In-depth knowledge and understanding of the Care Act 2014, the Mental Capacity Act 2004, Deprivation of Liberty Safeguards and other significant ASC legislation and guidance, and how this must be implemented in practice.
11. Social Work qualification recognized by Social Work England or a professional qualification in either nursing or occupational therapy with relevant post-qualifying experience in ASC.
12. Current and valid registration with Social Work England or equivalent professional body.
13. Able to work across the different Adult Social Care pathways (Early Intervention & Long Term Care).
