To support the Highway & Coastal and Traffic & Parking Leadership team in ensuring that the delivery of services and the implementation of developer guidance policy to support planning application legislation and ensure its application is delivered in a holistic, efficient and consistent way. To support and where required deputise for the Service Manager, regarding all the functions which support Council’s asset management infrastructure which total approximately £2bn in accordance with the Council’s strategies and policies. To lead from inception to completion the development control process, to include; Pre-application advice, consultation of internal stakeholders, providing formal Highway Authority comments, technical approval, safety audit process (GG119), completion of formal legal agreements acting as the proper officer in discharging the Highway Authority statutory legal functions under the Highways Act. Manage, Supervise and Adopt proposed highway offered for adoption. Degree or HNC in civil engineering / highways / related discipline. Membership of (or working towards) a professional body and 7 years’ experience OR Equivalent knowledge and experience of working within at least one relevant field (Highways Design/Maintenance, Traffic Management, Road Safety or Parking) Working towards or willing to acquire Chartered Civil Engineer status. Project management qualification. Experience of delivering infrastructure projects and traffic, highways and road safety management, either within a local authority or the private sector Experience of dealing with S184, S38 & S278 applications under the Highways Act 1980.
