Role Purpose
The post holder will be responsible for the enforcement of parking, bus lane and moving traffic regulations using CCTV equipment, including mobile enforcement vehicles. This will involve using various sources of information to ensure an accurate, efficient, and effective front-line service to road users and residents of the borough.
Main Responsibilities
1. To operate camera enforcement (monitoring and recording) and other associated equipment in the Council’s CCTV control room, remote control rooms at other locations and in mobile (ANPR) enforcement vehicles in accordance with relevant policies, procedures and guidelines.
2. To proactively monitor attended cameras, review and assess footage of recorded (ANPR) parking and traffic contraventions against guidelines and policies, and the Council’s local contravention assessment criteria, making informed decisions on generating a Penalty Charge Notice (PCN) on a case-by-case basis.
3. To use the council’s PCN processing system to input and process data and images relating to parking and traffic contraventions selected during the review process.
4. To compile and classify evidence data and maintain records and other documentation as required in accordance with the data protection policy of the Council.
5. To process, review and update CCTV exemption lists, accurately updating individual cameras, ensuring a seamless service to residents.
6. To collate video and/or photographic evidence for investigations, representations, appeals, court cases and update the case notes accordingly.
7. To report all signs and lines, street furniture, foliage obstruction to cameras, vandalism, and any other issue likely to affect the integrity and the quality of the evidence of the CCTV enforcement process to a supervisor or manager.
8. To be responsible for all access control and security procedures relating to the control room; to maintain the confidentiality and security of information obtained during official duties; to contribute to the maintenance of a professional and high-quality CCTV enforcement traffic and parking operation.
Knowledge, Qualifications, Skills and Experience
Experiences / abilities
⦁ Accurately preparing official notices, statements, records and documents under confidential/ secure conditions.
⦁ Holds a full driving licence; may become essential if required to drive council vehicles.
⦁ CCTV enforcement or CCTV surveillance/monitoring.
⦁ Experience of the use of parking IT systems to generate penalty charge notices.
⦁ An understanding of exemptions to traffic regulations and their application through IT systems and cameras.
Qualifications (only if applicable)
⦁ BTEC level 2, CCTV Parking and Traffic Enforcement or relevant experience within a similar role.
Knowledge/Skills
⦁ Working knowledge and equivalent experience of parking and moving traffic contraventions including school streets and Low Traffic Neighbourhoods.
⦁ Technical knowledge of the operation of CCTV enforcement cameras, and control room operating apparatus.
⦁ Strong communication skills with ability to speak authoritatively with contractors, police, colleagues and managers.
⦁ Detailed Knowledge of Haringey’s Values and how they should translate into practice.
