As the Commercial & Contracts Manager this role will be responsible for providing procurement and contract management expertise necessary for the effective operation of CITB. The role will be responsible for supporting and delivering the overall CITB Procurement and Supplier Relationship strategy and ensure that individual sourcing strategies proposed are consistent with CITB procurement policies and represent value for money. The role will take on the central contract management of CITB contracts as required and challenge any proposed business spend ensuring value for money
To provide specialist technical expertise across all areas of team functionality, ensuring internal integration, effective and efficient operation, clear direction and purpose that in turn shapes priorities, objectives and outcomes.
To manage effective procurement & contract management guidance and solutions.
Key responsibilities and accountabilities:
Effectively communicate the vision and direction for the Commercial Contracts Team, aligned to the aims and objectives of CITB; ensure the Procurement and contract management strategy is understood in the context of CITB as a whole
Responsible for CITB spend and activity analysis ensuring value for money throughout the supply chain; ensuring that all purchasing briefs are fit for purpose, and clearly cover what CITB require, ensuring that opportunities to consolidate spend/ use existing resources are explored.
Ensure sourcing strategies are fit for purpose and represent value for money.
Manage contracts through lifecycle, including tracking contract performance, risk and compliance.
Provide guidance and ensure adherence to all Corporate Policies and Standards; demonstrate personal adherence to the Corporate Responsibilities for the role (link)
Responsible for research / obtain insight into customer needs in order continually improve the customer experience. Apply analytical skills in order to be able to evaluate mainly factual (and may include qualitative) information. Ensure problem solving and decisions take into account a range of appropriate sources, both internally and externally
Use communication skills, including interactive listening, influencing and diplomacy skills with colleagues in CITB, in order to be able to achieve the right outcome for the Team, work with others effectively across other team in order to achieve synergies.
Work with the legal team to update all contract templates ensuring that they are fit for purpose and support the procurement and supplier relationship strategy.
Role model CITB behaviours and competencies as outlined in the CITB behavioural competency framework, delivering at level 3 as per the framework, with particular focus on ‘Lead by Example’
Knowledge and Experience:
Essential
Experience of managing Contract Lifecycle (including performance)
Wide experience of different procurement approaches and principles to identify and deliver high value and complex contracts within a public procurement environment
Good understanding of legal basis of contracts and working with Outsourced Service provider.
Comprehensive knowledge of concepts and principles within own professional discipline, gained through broad and in-depth experience – a recognised expert and acknowledged authority within their particular field of expertise
Basic knowledge of other business disciplines in order be able to resolve issues that have an impact beyond own professional discipline
An understanding of how own business area integrates with other business areas in order to achieve the goals of CITB
Understanding of the latest developments within the profession
Analytical skills in order to be able to evaluate (mainly) factual information
Experience in contributing towards planning, budgeting and policy development
Communication, influencing and diplomacy skills in order to be able to achieve the right outcome for a team/department
