What is the role?
This role is responsible for supporting the Traffic & Network Manager in identifying, developing and implementing schemes that improve the city’s road network with respect to traffic flow efficiency and user experience.
You will ensuring they offer value for money, fit within the Council's corporate objectives and are in accordance with published standards and guidance.
You will be involved in the implementation of smaller transport schemes and proposals as well as assisting in the operation, development and maintenance of the City Council’s traffic and network management activities.
You will be required to assist senior staff during incidents or major events in Portsmouth as well as liaise with Councillors, members of the public and other organisations regarding general and technical enquiries in respect of the work of the Network Management Team including dealing with correspondence, attending meetings and preparing reports.
You will also undertake site visits to make assessments, take measurements, liaise with contractors and check works have been carried out to correct specifications.
Who we are looking for?
You will be qualified to BTEC Level 3 National Diploma (or equivalent) in Civil Engineering or other relevant discipline or with a minimum three years' experience in the traffic engineering field.You will also be professionally accredited (or working towards) with relevant institution i.e. IHE, CIHT or ICE, or have equivalent relevant experience in a work environment.
You will have knowledge in the investigation and design of traffic engineering measures including some of the following: highway signing / lining works, traffic signals and pedestrian crossings. You will also be able to demonstrate knowledge in the design, operation and maintenance of Intelligent Transport Systems, including traffic signals, UTC and VMS.You will also be able to demonstrate experience of specialist computer software packages including some of the following: AutoCAD, AccsMap, Signplot, and LINSIG.
You will be able to demonstrate higher level thinking skills, be able to make connections between differing situations, investigate options and propose solutions that are compatible with and fit the bigger picture. You will also be confident and able to build rapport with other people, with ability to build effective working relationships with a variety of stakeholders.
A full driving license is desirable due to having to be able to travel around the city and having to transport equipment.
