Interim Procurement and Contract Category Manager

Key Requirements:
Educated to degree level, or equivalent, and/or hold a professional qualification – e.g., full membership by examination of the Chartered Institute of Purchasing and Supply (MCIPS), or similar.
Experience of contract management and or supplier engagement.
Good knowledge of managing a portfolio of strategic and large value contracts.
Experience of managing a tender process and/ or contract negotiation.
Market knowledge and awareness of intelligence tools and techniques (e.g., market/product segmentation, portfolio analysis, cost modelling etc.
Specialist knowledge and understanding of current best procurement practices and technology including competitive tendering, electronic reverse auctions.
The successful candidate will work within the Council’s Place and Resources Transformation Unit, providing high quality and cost-effective procurement and contract management support in relation to various categories such ICT and Professional services.
Key Responsibilities:
Ensure value for money in procurements by complying with internal Contract Procedure Rules, Financial Regulations, the Procurement Strategy, and other appropriate policies.
Provide strategic direction and leadership in all matters relating to procurement activity, including assurance and compliance with Public Contract Regulations and any relevant future regulations.
Providing advice and guidance to the service areas, and lead public sector procurement activity.
Lead procurement activity for procurements associated with at a minimum ICT and Professional services in North East Lincolnshire.
Lead on all procurement and contract management matters, including legal and commercial implications of decisions and recommendations.
Provide expert procurement and contract management advice to the service areas.
Develop and maintain excellent working relationships with the service areas, external partners and Transformation Unit and promote the principles of good procurement and contract management practice to ensure that procurements are carried out in accordance with council policies and procedures.
