Brief Description
In the lead Strategic Planner role, you will lead the identification and development of the appropriate network capability and capacity across region/route/network to meet the long term needs of the rail industry, its users, funders and partners.
Key Accountabilities
1. Lead the industry in developing a portfolio of Route Plans that are maintained as current, reflect asset policies and align to Strategic Advice and other industry strategic plans. Develop effective working relationships with key external partners.
2. Lead the establishment and maintenance of Strategic Advice that concatenates conclusions and other industry needs to drive the development of work programmes as required to comply with the Network Licence Conditions.
3. Undertake the role of client for Government funded enhancements and other programmes of work. Initiate project definitions, lead the specification of outputs, secure funding (where necessary) and oversee the identification of business case concepts for economic appraisal.
4. Establish and lead cross industry teams to develop and maintain Strategic Advice within the Route in accordance with the requirements of the Network Licence Conditions. Lead Route Planning and other specialist input, owning the content and logic of the analysis and recommendations, and securing adequate resource to deliver a high quality strategy recognised by the industry and meeting programme requirements.
5. Liaise and co-ordinate with Sponsors and the Early Stage Development team to enable the efficient development of interventions to deliver the required Network capability outputs.
6. Lead the review of all maintenance, renewal and enhancement activity through the management of the Route Strategy Planning Group, identifying opportunities for additional enhancement and scope change that meet the strategic requirements of the route.
7. Oversee the management of all aspects of Network and Vehicle Change processes within the Route.
Essential
1. Strong commercial and financial awareness, including socio-economic analysis techniques.
2. Thorough knowledge and understanding of the rail industry, including interpretation of capacity analysis and economic analysis outputs.
3. Strong influencing skills at all levels.
4. Excellent communication skills (verbal and written).
Desirable
1. MBA or other related postgraduate / professional qualification.
2. Wide experience of strategic/business planning in an environment with a number of challenging stakeholders.
3. Good understanding of the context of central, regional and local rail planning in Great Britain.
4. Thorough understanding of the context of central, regional and local rail planning in Great Britain, particularly covering Eastern Region.
5. Good knowledge of Network Rail's customers and their requirements to enhance the railway network.
6. Proven influencing and negotiating skills to deliver the required outputs.
7. Proven ability to write coherently; convening report/investment technical railway information into a concise manner that can be easily understood by funders and clients.
8. Proven numerical and analytical skills to provide robust evidence for business cases to secure investment in the railways.
9. Understanding of managing internal colleagues including capacity analysis and economic analysis.
10. Wide experience of strategic/business planning in an environment with challenging stakeholders.
