Commissioning and Implementation Manager - SEND Sufficiency

We are seeking a Commissioning and Implementation Manager to drive our SEND Sufficiency Strategy and ensure every child has access to the resources and support they need to thrive.

About the role
As the Commissioning and Implementation Manager - SEND Sufficiency, you will be responsible for:
* Leading the planning, commissioning, and implementation of initiatives to increase SEND provision in line with the council’s SEND sufficiency strategy.
* Working collaboratively with stakeholders, including schools, local authorities, health, parents, children and young people.
* Further developing, managing, and implementing the SEND Sufficiency Strategy, ensuring alignment with statutory duties under the Children and Families Act 2014.
* Assessing current and future demand for SEND provision, identifying gaps, and creating actionable plans to address them.
* Building strong relationships with schools, school commissioning teams, and community organisations to enhance SEND provision.
* Consulting and collaborating with parents, carers, and young people to ensure their voices shape sufficiency plans as appropriate.
* Leading and managing projects to improve SEND provision, including new school or specialist resource base provision and developments.
* Overseeing budgets and resources allocated to sufficiency projects, ensuring value for money.
* Tracking and evaluating the success of sufficiency initiatives, ensuring they deliver desired outcomes for children and young people with SEND.
Any-Desk: As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
We are looking for a candidate with:
* Substantial relevant experience as a professional expert in a large complex organisation with expert knowledge in the specialist field.
* Excellent stakeholder engagement skills, with the ability to influence and work collaboratively across sectors.
* Experience in strategic planning and data-driven decision-making.
* Demonstrable experience of managing budgets and ensuring cost-effective delivery.
* Excellent leadership skills to inspire, motivate, and develop others to high levels of performance.
* A commitment to inclusivity and improving outcomes for children and young people with SEND.
* A relevant degree (e.g., education, social care, or public sector management) or equivalent experience. Relevant professional qualifications in SEND, commissioning, or public sector management would be advantageous.
