Pre-Construction Planner - Permanent Opportunity

REPORTING TO: Senior Planning Manager

Reporting to the Senior Planning Manager, the Pre-Construction Planner has responsibility for providing the planning function at Pre-Construction stage on a prestigious defence framework. Working as an integrated member of pre-construction/work conversion team, the Planner will contribute significantly to the continued success and growth of the framework and will be expected to meet personal development targets, project goals and business unit targets. Excellent technical knowledge, innovative creative thinking, problem solving, and team working are essential components of the job role. This role requires security clearance, which we can facilitate if necessary.
Job Description
The Planner shall:
1. Provide and achieve consistent, accurate and reliable programme data.
2. Expert user of Primavera P6 planning software gained from everyday use.
3. Full understanding and experience of planning pre-construction commercial & design processes.
4. Experience in producing NEC compliant programmes.
5. Develop project specific Programmes, Method Statements and Logistics Plans during the bid phase.
6. Develop Design Deliverable Programmes in conjunction with the Design Manager.
7. Develop fully integrated Project Programmes to measure progress, including critical path analysis. This will include Procurement Programmes, Commissioning and Completion Programmes.
8. Develop Information Required and Procurement Schedules from the Project Programmes.
9. Be able to communicate the planned intent both internally and externally and be able to represent the company in a formal interview setting.
10. Review tender/construction drawings/specifications/bills to gain a clear understanding of the project, in order to establish a robust build sequence from which to develop the programme solution.
11. Review and challenge subcontractor programmes including methods and logistics; compare them to the Project Programmes to ensure they are fully aligned or integrated.
12. Keep records of any assumptions or constraints that have been made / assumed to develop the Project Programmes and Logistics Plans.
13. Explain the logic and constraints used to develop any Project Programme to other team members.
14. Carry out “what-if” scenarios to forward forecast issues that may develop during the project.
15. In conjunction with other team members, proactively manage programmes to ensure they are achieved.
16. Assist in the delivery of reports to the Project Delivery Team and Client (as required) including critical path network and rescheduling of activities where appropriate.
17. Accurately Measure progress and report against the programme targets.
18. Suggest recovery actions or programme betterment opportunities.
19. Provide short term and Special Action Programmes as required.
20. Provide detailed Package Delivery Programmes for inclusion in Package Tenders.
21. Provide programme input with regard to Changes including Variations and Delay Entitlement.
22. Understand how programmes can be impacted and recognise Changes / Variations and Delay Entitlement, Input as requested into the review of any subcontractor claims.
23. Assist in researching alternative product or systems in conjunction with the Project Team.
24. Input to the Project Risk and Opportunities Register both during the bid and construction phases.
25. Ensure the quality procedures in respect to his/her duties are implemented.
26. Provide input to Project Review post-completion.
27. Introduce improvements where appropriate to areas of responsibility.
28. Undertake any other duties which may be required by management. Prepares Project Plan, supervises, manages & monitors work and team members, gives clear direction to site members, keeps track of contractual requirements and ensures work as per Project Plan.

Technical Competencies
Essential
Planning and Programming: Possess a depth of experience in planning / programming process and delay analysis. Demonstrate the ability to make decisions within the planning role.
Construction Knowledge: Demonstrate knowledge of the construction process including technical details and programming experience. Operational experience while not a requirement would be desirable.
Contract Knowledge: Understands the importance of planning to properly administer the NEC suite of contracts.
IT Skills: Can use all software/IT systems to the benefit of the role and organisation. Be fully conversant in Primavera P6 planning software. Demonstrate an excellent IT knowledge, as a minimum, Word, Excel and PowerPoint. Have a working knowledge of Autodesk Navisworks.
Skills/Qualifications
Formal Qualification in Construction: BSc, HND, HNC or equivalent experience may be appropriate.
Professional Body: MCIOB, MICE associate member or working towards it.
