DVLA is looking to appoint a G6 Head of Portfolio Management Office (PMO) to lead, define and optimise the way in which DVLA delivers a complex portfolio of diverse change initiatives.
As Head of PMO, you will take responsibility for leading a busy Portfolio Office, which includes a central Portfolio Team together with ownership of five Programme Management Office teams that are deployed into change programmes.
You will lead on the development, implementation and sharing of best practice for project delivery, aligning to industry and Government standards in order to create consistent methodologies and realise economies of scale across DVLA.
This role works very closely with senior stakeholders and change initiators to consolidate the emerging change pipeline into a cohesive, forward looking change portfolio which defines and manages delivery timescales, resource and funding requirements under change control at a macro-portfolio level.
You will work closely with business and technical teams to facilitate a deeper understanding of the forthcoming change portfolio, helping to determine the options, associated risks, costs and potential delivery paths, communicating the potential impacts to stakeholders at all levels. The role holder is also responsible for consolidating Programme status reporting and reporting the progress of the Change Portfolio directly to the DVLA Senior Management and Executive Team.

The role profile for this role is aligned to the Government Project Delivery Capability Framework. DVLA operates a Project and Portfolio Management profession for project delivery that sits within the IT Services (ITS) Directorate, which takes responsibility for managing and delivering strategic change programmes across the entire Agency.
Responsibilities
Your responsibilities will include but will not be limited to:
* Leading the Portfolio Management Office Team to drive the delivery of the Change Portfolio, business case benefits and outcomes
* Championing the use of best practice project management standards and processes, leading the creation and embedding of DVLA best practice, aligned to wider Government standards
* Leading and managing a team of PMO professionals to deliver effective and efficient Programme Office services to Programme Managers, taking responsibility for their professional development
* Managing the identification, recruitment, development, deployment and re-assignment of Project Delivery resources throughout the Change Portfolio
* Ensuring appropriate change delivery governance, processes and best practices are defined and applied throughout project delivery
* As a senior leader, defining, communicating and building commitment to a shared vision and sense of purpose for the change delivery community
* Maintaining the portfolio delivery pipeline, roadmap and critical path to monitor progress and delivery performance. Recognising and tracking strategic interdependencies across change projects
* Recommending how financial and other resources be allocated across change initiatives to optimise the organisation’s return on investment, taking ownership of developing forward-looking financial plans and forecasts for the Portfolio, while developing strategies to address resource gaps
* Identifying and monitoring portfolio risks (threats and opportunities), planning and implementing responses to them and responding to other issues impacting the portfolio
