About the role: The Highways and Traffic Management Service is recruiting a highly motivated Traffic Regulations Manager to lead the continued delivery of a wide range of traffic, highways, parking, and public realm improvements. These projects, often of considerable value, will need to be managed from inception through to final delivery, in line with Council procedures. The successful candidate will have a proven track record in leading teams and delivering traffic management projects and parking policies, as well as expertise in issue resolution, progress reporting, risk management, budget control, and ensuring project deliverables are met on schedule. >> Click here to download the Role Profile Key Responsibilities: To manage the effective and efficient development, design and delivery of the functions provided by the Traffic Regulations & Road Safety Policy Team. To lead and project manage the delivery of the area-wide traffic, parking and highway schemes including regulated and controlled parking zones across the borough. To take a pivotal role in the preparation and submission of the Local Implementation Plan capital bids to Transport for London and other bidding initiatives. Additionally monitor and report on programme expenditure and submit expenditure claims to TfL. To liaise with and advise all authorities and their agents regarding traffic proposals linked to the staging of events within in the borough (such as the Tour de France). To liaise with Transport for London regarding the delivery of the traffic signal and safety camera programmes. To be responsible for making, implementation, development and maintenance of the map-based traffic management order system to underwrite borough-wide traffic and parking enforcement. Acceptance of overall managerial responsibility for ensuring projects designed and implemented reflect the Council’s commitment to regeneration initiatives, comply with the council’s policies and are consistent with the council’s vision. To be responsible for liaison with Central and Regional Government offices, Transport for London, the Greater London Authority and Local Authorities or agencies regarding issues within the remit of the department. Acceptance of overall managerial responsibility for ensuring that traffic and road safety comments, which are added to appropriate planning applications, reflect the Council’s transportation policies. To be responsible for developing and reviewing traffic and road safety strategy and policies. Co-ordinate responses on proposals promoted by Central Government or external agencies and assess their implications for the Borough. To oversee the management of section cost centre(s) including setting annual budgets and monitoring of expenditure and income on a monthly basis utilising data from the Council’s financial system. Adjustment of budgets and establishment of new targets as required. To liaise with stakeholders on issues relating to the delivery of traffic and road safety schemes, including development of innovative solutions to traffic and road safety problems. To correspond with stakeholders on issues relating to highway engineering and road safety. Acceptance of responsibility for managing and responding to all correspondence including Freedom of Information requests related to traffic, road safety and controlled parking zones. To identify and implement innovative solutions to traffic, parking design and road safety related matters which encompass the views of stakeholders. Preparation and presentation of supporting evidence encompassing these requirements as necessary. To prepare and present reports (including Cabinet and committee reports) and make presentations to council and other meetings, seminars and conferences. Attend Community Ward Forums, other meetings and forums including those taking place outside normal working hours. Qualifications and Requirements: Knowledge of service standards in relation to the provision of traffic regulations and engineering services including understanding of the conditions within which local authorities operate. Knowledge and understanding of highway, road traffic, parking and planning legislation. Ability to provide professional guidance to Members, Senior Management and the Section on all matters relating to Highway and Traffic Engineering matters and to translate Council policy into practice. Ability to present reports sometimes of a contentious nature to a large audience and to defend the Council's policy/stance on the issue and to chair/ represent the Service or Council at public and professional meetings. Ability to prepare proofs of evidence and attend court and public inquiries as required. Should possess political awareness and an understanding of the democratic process within a Local Authority environment. Possess the necessary skills for dealing with enquiries and complaints from road users and residents in an efficient and sympathetic manner. Ability to promote and encourage innovation and excellence within the Section. Should possess the following: • the necessary skills in relation to delivering complex highway and traffic management schemes that are of high quality, on time and on budget. • ability to work under pressure and prioritize workloads to ensure deadlines are met. • good presentation and negotiation skills. • good communication skills both written and oral. Evidence of previous experience in the following: • leadership experience within Traffic Regulations & Road Safety Policy in a Local Government environment. • consulting and engaging with the public and key stakeholders on traffic, road safety and parking management schemes • planning, programming and monitoring workloads, resources and budgets. • ability to lead and motivate professional and technical staff, including specifying, procuring and managing consultants relating to engineering works • demonstrable track record of developing civil engineering projects in consultation with key stakeholders, on time and on budget. • producing timely, concise and accurate briefing papers and reports that are easy to read. Ability to speak the most common community languages in Waltham Forest other than English would be desirable. These include Turkish, Urdu, Somali, Albanian, Bengali, Hindi and French. Should understand and comply with the requirements of the Health and Safety at Work Act 1974. Knowledge and understanding of the Council's Constitution and codes of conduct. Qualifications: Degree civil engineering (or similar) and subsequent proven industry record. A sound educational background with a proven record of continued professional development. Membership of a relevant professional institute.
