SUMMARY OF ROLE

The Company expects high standards of quality, workmanship, health, safety and environmental management and you are responsible for monitoring, managing and supporting its achievement. You will need to use your skills, knowledge, experience and training to ensure "the right work at the right time" is delivered for customers and end users. You are responsible for monitoring and supervising work delivered in the field by operatives and sub-contractors within Portsmouth City Council’s (PCC) Housing and Corporate Assets stock. As Supervisor you are accountable for ensuring you, and those that you manage, support and supervise follow and comply with Contract and Company processes and procedures. You will also need to be flexible, adaptable and prepared to support other maintenance contracts as required when demand dictates.
KEY RESPONSIBILITIES
* Support and empower operatives to make decisions to achieve the right work at the right time without using you as their default decision maker.
* Manage, measure, and monitor operatives and subcontractors to ensure the correct process is being followed; operatives are able to apply PLAN; tenant satisfaction is achieved; quality of service and workmanship is high; value for money is being achieved; work is being done safely; and subcontractors' work is of high quality.
* Ensure operatives use their vehicles safely, report accidents, maintain cleanliness, and manage van stock efficiently.
* Escalate serious events or occurrences to the Lead Supervisor and highlight key issues affecting service delivery performance.
* Be accountable for jobs managed and support the Operations Centre with technical queries.
* Scope and survey large works, providing cost estimates and ensuring completion.
* Recruit and induct operatives, managing their probationary process.
* Deliver toolbox talks and ensure attendance.
* Treat tenants with respect and escalate unresolved issues.
* Reinforce Health and Safety culture and undertake documented observations.
* Carry out employee investigations, absence management procedures, and incident investigations.
* Follow and adhere to Integrated Management Systems.
* Provide escalation as part of an out of hours service.
SKILLS REQUIRED
* Able to recruit and induct staff.
* Technical expert for associated works.
* Support and coach operatives.
* Operate in a changing environment.
* Possess interpersonal skills for effective communication.
* Organised approach to work and time management.
* Practical approach to Health & Safety.
* Proficient in MS Office and job management IT systems.
* Record information in the field and identify trends.
* Team player with a proactive approach to development.
* Self-managing and self-motivated.
* Comfortable motivating and directing staff.
KNOWLEDGE REQUIRED
* Technical building knowledge of working methods and regulations.
* Knowledge of materials and methods in construction and building maintenance.
QUALIFICATION
* Technical expertise, qualifications or apprenticeship in a trade skill.
* IOSH Managing Safely.
* Construction Skills Certificate Scheme Accreditation (Desirable).
* Full driving licence.
EXPERIENCE
* 5 years’ experience in a Building Maintenance environment.
* 2 years’ experience in a Social Housing environment (preferred).
* Exposure to a Maintenance Contract using Systems Thinking Methodology (Desirable).
* Natural leadership demonstrated through attitude and application.
