We are seeking a critical member of the corporate management team for this high profile role with an interesting portfolio which directly leads, shapes and influences the future of Hillingdon at a pivotal moment in time. The ability to work with all other Directors in a collaborative way is essential.
We will consider either a fixed term contract or potentially a day rate contractor.
The role will:
We are currently looking for a key individual to provide exemplary strategic management for our Environmental services offering, and implement inspirational and visible leadership and direction for the team, ensuring agreed business plans, performance targets and sound financial management are delivered and that a culture of ‘putting our residents first’ is maintained.
This key individual will:
* Pioneer, develop and deliver excellent outcomes through the development and implementation of key strategies such as Strategic Transport Policies, Highway’s investment Strategy and programme, Waste Management Strategies, Commercial strategy and Parking Strategy.
* Lead and direct the Council’s Environmental services through strategic and general management of areas such as street services, waste management (both domestic and trade waste collection and disposal), grounds maintenance, green spaces, commercial services, highway infrastructure maintenance and engineering, traffic, transport & parking management, contractual management across environmental services, and manage strategic partnerships like WLWA partnership and waste disposal.
* Ensure that an annual Service Plan, aligned to the Directorate Plans is developed, agreed, and communicated to team members in a timely manner and agreed by the Corporate Director of Place and cascaded through the department to ensure effective delivery of outcomes.
* Take responsibility for the effective management of the allocated department/team budget, ensuring all budgets are kept within the budgetary guidelines.
About You:
You will be able to evidence a successful track record of making a significant contribution at a senior strategic level in local government, or other relevant complex and diverse organisation(s), promoting and delivering a range of key strategic and front line services with proven experience of using professional expertise and judgement to develop and deliver strategic objectives and expected outcomes. Proven experience and understanding of the role and function of Local Government, working directly with elected members in a member led authority to ensure the effective delivery of solutions that meet the Council’s strategic aims. Extensive experience of working, influencing and engaging at a local and national political level.
You will have significant experience of delivering complex multi-disciplinary change programmes and large complex capital schemes, including contract negotiation, management and mitigating corporate and project risks.
You will be able to demonstrate a proven track record and significant demonstrable experience of strategic leadership and management of environment or equivalent services at a senior level.
Our preferred candidate will have a detailed knowledge and understanding of legislation, government guidelines, regulations, codes of practice, and industry standards relating to these functional areas.
