The Finance Business Partner is a strategic post with responsibility for financial business development within their defined programme areas and will ensure the provision of high quality advice, information, analysis and interpretation to Budget Holders and SROs to underpin future planning, effective decision making and meaningful performance management. The post holder will be responsible for delivery of finance reporting to your programme's Budget Holders and SROs, maintaining financial controls to support governance and providing financial support to the financial plan, cost improvement and business cases.

About us
NHS Lincolnshire Integrated Care Board (ICB) is a statutory organisation bringing the NHS together locally to improve population health and establish shared strategic priorities within the NHS.
The post holder will work as an employee of the NHS Lincolnshire Integrated Care Board and contributes to the team that provides financial expertise and intelligence to Budget Holders and SROs of the ICB on defined programme areas. The post will also support the Senior Finance Business Partner in the development of the financial strategies and plans of the ICB, linked to the overall plans to deliver cost effective health services to the people of Lincolnshire.
You will be the finance lead for your programme areas and will need to build strong relationships with both internal and external partners. The role will support Pharmacy, Optometry and Dental services, Specialised Commissioning and the Medicines Optimisation Team, as well as working closely with system partners including the NHS Provider Trust.

Finance and Business Planning
* Inform the ICBs budget setting within the resources allocated.
* Provide financial support and advice to procurement.
* Review and support development of ICB, provider and system wide business cases in relation to lead areas of the role by providing financial expertise.
* Ensure a collaborative approach within ICB and system finance teams which shares knowledge and best practice to support innovation and intelligent best value system thinking.
* To complete the annual and periodic budget setting processes, in conjunction with relevant budget holders and the Senior Finance Business Partner, for your programme areas ensuring these are realistic, fully understood by the budget holder and are congruent with targets and activity plans.
Reporting
* Make appropriate arrangements to produce regular high quality financial information and intelligence to the ICB and recommend actions to influence future performance.
* Lead a robust forecasting process for financial information which is commensurate to the financial value/level of risk and provide expert input as appropriate.
* Oversee the timely production of monthly financial information to budget holders for your programme areas and other key ICB stakeholders.
* Undertake a comprehensive analytical review of monthly reports to ensure the integrity of the information and highlight and substantiate key issues.
* Assist and/or complete, where required, NHSEI and other external and internal returns.
Productivity & Efficiency
* Support the identification of financial reduction opportunities.
* Identify variation in practice and use of resources. Analyse financial benchmarking information and explore levels of variation in practice using appropriate tools and information (e.g. Rightcare) and provide information to support informed decisions.
* Ensure provision and understanding of programme level run rates.
* Promote a culture of innovation and productivity using financial models to support cost improvement and productivity concepts, business cases and other activity as required.
Expert Advice & Training
* Support the development of financial skills of senior managers and clinicians across the ICB and promote awareness of financial, value for money and commercial issues.
* Ensure members and officers of the ICB understand and adhere to the financial policies, systems and processes of the ICB.
* Challenge the assumptions made in the production of financial reports and forecasts.
* Provide finance support and advice to the ICBs contracting team.
* Interpret and implement, where appropriate, financial policies, procedures and budgetary controls, providing advice on remedial courses of action, identifying the financial consequences.
Engagement
* Effective liaison with NHSE and peers within the Lincolnshire footprint to ensure ICB receives appropriate financial advice.
* Support on the financial aspects of contract negotiation with key providers as part of the core negotiation team.
* Work alongside non-finance colleagues constructively challenging where appropriate.
* Promote a Partnership approach to engaging clinicians and other non-finance staff in financial management.
Other
* Support the Senior Finance Business Partner to develop robust plans and strategies that deliver overall NHS and ICB objectives within available resources.
* Deputise for the Senior Finance Business Partner in his/her absence.
* Support the Senior Finance Business Partner to manage, build and improve the capability and capacity of the ICB finance team.
* Continuously improve the financial systems and processes of the ICB to ensure good governance, stewardship, controls and cost effective use of resources at all times.
* Support cover arrangements for senior finance team peers during periods of leave.
* Undertake other work commensurate with the level and seniority of the post.

Qualification
Essential
* CCAB qualified, newly qualified or finalist
* Experience in a variety of roles within a finance environment
Desirable
* Other Managerial Qualifications ECDL, Trained to use recognised improvement tools and techniques
Previous Experience
Essential
* Experience at a senior level in a complex multi-professional organisation
* Experience of the planning and production of annual statutory accounts
* Successfully led a team responsible for the delivery of a programme/project to improve services
Desirable
* Experience at a senior level in an NHS organisation
* Successfully led a team on a complex project to improve services for patients in the NHS or a public sector organisation
Evidence of Particular: Knowledge, Skills & Ability
