Subcontract Manager
Location(s): Hybrid - Based at any UK site - with potential travel as required
Summary of Role:
As Subcontract Manager you will, contributes to Competitive Tendering and Subcontract Management activity.
Be responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, cost accountability, programme execution and contract closure.
This role is within our Training Transformation team delivering elements of Project Selborne, transforming how the Royal Navy is trained. This role has become available due to retirement and is a rare opportunity to become part of this team.
Main Duties: (Leading and/or Supporting):
1. Responsible for early subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture.
2. Responsible for developing procurement strategies (including identifying the appropriate procedure and providing full justification for its selection)
3. Responsible for executing procurement procedures and guiding multi-functional internal teams through the process including scoring moderation.
4. Continually assesses and promotes sustainable and responsible procurement, including social, cultural and diversity values in the organisation and throughout the supply chain
5. Liaising with peers from other disciplines and businesses and the Functional leadership team.
6. Creates, executes, and manages various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.), using various source selection techniques.
7. Participates in development of supplier Statements of Work (SOW) and conducts bidders’ conferences as required.
8. Performs or supports cost and price analysis, develops negotiation strategies, and leads negotiations to create value for money outcomes for procuring goods and services
9. Directs and manages all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor and is required to ensure performance and support of the contract milestones
10. Contribute to the creation of business capture strategies by recommending strategic choices to improve the organisation’s short- and long-term performance
11. Actively promotes the contributions, so that the function can achieving corporate objectives across the organisation, with stakeholders and with the supply chain
12. Executes to customer requirements including government regulations, public law and Raytheon policies and procedures.
13. Participates in gate reviews and capture / proposal efforts.
14. Utilises project management skills and techniques when managing suppliers.
15. Evaluates the challenges faced by the programme(s)/organisation and the supply chains and takes action to mitigate risks and to develop opportunities
16. Initiates and participates in supplier assessments and development activities.
17. Functional representative at supplier and internal reviews including Gates, MRBs and EACs
18. Produces business cases / briefing materials / resource and materials estimates for management reviews
19. Participates / leads supplier assessments and supplier development activity teams, including the administration of appropriate due diligence activity
Candidate Requirements:
Essential:
20. Experience in Supply Chain, Subcontract Management, Procurement, Commodity and/or related field
21. Experience in managing stakeholder groups
22. Flexible and positive attitude
23. Able to lead or perform effectively in a multi-functional team
24. Excellent verbal and written communications and ability to brief at mid-management level
25. Administration of delivery/acceptance/invoicing of goods and services
26. Experience in or exposure to negotiating low/medium complexity non-standard agreements including Service Level requirements
27. Experience of delivering continuous improvement. Experience of problem solving and dispute resolution at mid-management level
28. Experience or knowledge of MRP, SAP and purchase order placement/ material receipt processes
29. Ability to plan, prioritise and organise own work, regularly review progress against targets and plan ahead to identify problems and develop contingency plans.
Desirable:
30. Programme management skills
31. Related degree/MCIPS or equivalent
32. Experience as Control Account Manager
33. Knowledge of import/export legislation and logistical requirements
34. Experience developing and managing Subcontractor Relationship Management and collaborative working
35. Experience of working with international suppliers/programmes
36. Experience managing a team
