DUTIES:
Reporting to the Chief Information Officer (CIO) of Information Technology, the Manager, Digital & Web Services will lead the development and maintenance of the organization's digital platforms, including online portals, customer service technologies, and the public website. This position will lead a team of digital professionals, providing guidance, setting expectations, and fostering a culture of innovation and continuous improvement. The role ensures a user-friendly, accessible, and customer-centric digital experience aligned with the corporation's strategic goals. Responsibilities include expanding online payment options, establishing back-end processes and integrations, and creating online resources for self-service. The manager will also develop and oversee engagement with community and internal/external stakeholders. This position will collaborate with business units, leading digital projects from inception to completion and incorporating digital analytics to optimize efficiencies. Additionally, the position will stay up to date with emerging technologies and trends, making recommendations and implementing initiatives as needed.
In this role, you will:
1. Ensure digital services meet or exceed accessibility standards and regulatory compliance requirements, such as AODA and GDPR.
2. Continuously improve the digital user experience, conducting user testing, gathering feedback, and implementing enhancements to make our platforms intuitive and customer-centric.
3. Lead digital projects from inception to completion, coordinating with internal and external stakeholders, managing timelines, and ensuring successful project delivery.
4. Implement analytics tools and metrics to track the performance and effectiveness of digital services. Use data insights to make informed decisions and improvements.
5. Keep the web and digital services safe, including architecting service sign-in authentication.
6. Assist the CIO with sections of operating and capital budget submissions.
7. Perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Will perform other related duties as required.
QUALIFICATIONS:
Must have a Master's degree in Computer Science, Information Technology, engineering, E-commerce, Business Administration or related programs and a minimum of (4) years of experience in a technology services position primarily web development services;
OR Must have a university degree in Computer Science, Information Technology, Engineering, E-commerce, Business Administration or related programs and a minimum of (6) years of experience in a technology services position primarily web development services;
OR Must have an Ontario Secondary School Graduation diploma combined with a 3-year Community College diploma in Computer Sciences, Business Administration or Ontario Ministry of Education equivalencies and over ten (10) years of experience in a technology services position primarily web development services;
Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment;
Must have experience writing business plans;
Must have managerial/supervisory experience demonstrating team leadership;
Must have extensive and demonstrable experience in the application of business and management principles to the use of computer technology;
Must be able to manage multiple projects at one time using agile, hybrid, and waterfall methodologies;
Must be able to manage and motivate a diverse staff of professionals;
Must be able to interpret a complicated problem/solution and explain it in non-technical terms;
Must have excellent verbal, writing and presentation skills;
Must have demonstrated management, administration and supervisory ability, in union and non-union environments;
Must have the ability to set priorities, solve problems and meet deadlines under pressure;
Must have proficiency in Windows based software including Word, Excel and graphic software;
Knowledge of the .Net core platform, bootstrap, SharePoint;
Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work;
Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program;
Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset;
Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position.
