Job Description
This position is responsible for assisting the Vice President of Human Resources in carrying out the responsibilities of the Human Resources Department. This position manages HR administrative functions in talent acquisition, employee relations, and the employee benefits and retirement programs ensuring staff and faculty are well informed. This position oversees the new hire orientation and onboarding processes and manages HR transactions in conjunction with the service center.
Principle Responsibilities and Results
1. Performs all necessary functions in talent acquisition including recruitment and onboarding. (Percent of time: 20%)
o Develop, manage, and implement talent acquisition strategies.
o Develop and prepare all materials for a comprehensive orientation session.
o Conduct new hire orientation multiple times per year.
o Develop and maintain a process for new hire tracking providing coordination between HR, IT, Public Relations (website), and Executive Admin Assistants to ensure new hires are set up accurately and timely to ensure a smooth onboarding experience for all new hires.
2. Manage transactions in conjunction with the HR Service Center. (Percent of time: 35%)
o Research, troubleshoot and solve complex employee transactional issues i.e. pay, cost centers, overpayments, and correction management.
o Track and manage leave accrual, salary increases, probation, separations, and layoffs.
o Communicate information to employees as needed such as summer balloon, ACA, and benefits.
o Serve as liaison to the HR Service Center providing information needed to ensure transactions and pay are completed timely and accurately.
o Manage fiscal year roll in conjunction with the HR Service Center.
o Process and reconcile the FSLA calculations.
o Manage faculty conversions and rollovers.
o Complete seniority rosters for all units.
o Manage death benefit process as needed.
o Provide communication on timesheet reminders and payroll information.
3. Serve as lead benefits specialist and DDIR for retirement and insurance programs. (Percent of time: 30%)
o Assist employees with questions regarding benefits, retirement, and investment programs.
o Manage TRA, IRAP, MSRS, and SRP retirement elections, forms, and employee questions and communications.
o Manage process for retirement/separations including providing HR Service Center with essential information.
o Develop and maintain communication plans for employees in regard to benefit information.
o Serve as benefit expert working with employees and retirees to ensure accurate information and benefit details are discussed and provided.
o Manage the summer balloon process and review, analyze and process insurance billings from MMB submitting for payment to the college business office.
4. Special Project Management. (Percent of time: 5%)
o Create and run queries of Human Resource data requested to assist the Human Resources Department and Leadership team.
o Analyze and present data as needed.
o Develop processes and procedures to improve efficiency and workflows within HR and the college.
o Assist Human Resources Department with managing all Purchase Order transactions, including budget adjustments.
o Serve as the unemployment coordinator by reviewing claims, appealing as necessary.
5. Provide labor relations advice, research, and analysis to Vice President of Human Resources, administrators, and supervisors. (Percent of time: 5%)
o Advise management in areas such as policy, procedure, benefits, faculty pay, and FWM.
o Interpret contracts, rules and regulations; advise employees and supervisors on the administration of the classified and unclassified labor contracts, rules, policies, and procedures.
o Research and prepare information for the Vice President of Human Resources related to labor relations and the negotiations process.
o Assist Vice President of Human Resources in handling sensitive personnel issues, grievances, lay-offs, and disciplinary actions.
6. Perform other duties as assigned to ensure the smooth functioning of the departments and maintain the reputation of the organization as a viable business partner. (Percent of time: 5%)

Preferred Qualifications
* Bachelor’s Degree OR equivalent combination of education and experience.
* S/PHR and/or SHRM S/CP credentials.
* Experience with benefits and retirement programs.
* Experience with the State of Minnesota employment law.
* Experience in Human Resource information systems.
* Professional experience handling confidential and sensitive information.
* Leadership experience.
* Experience working in a union environment.
