EA is a non-departmental public body sponsored by the Department of Education (DE) and the Department for the Economy (DfE), responsible for ensuring that efficient and effective primary and secondary education and educational services are available to meet the needs of children andyoungpeople, and for ensuring the provision of efficient and effective youth services.
The QS will be responsible for assisting with developing all aspects of Major and Minor capital delivery across the EA, including projects in schools settings in both the controlled and non-controlled sectors as well as other earmarked and specialinitiatives.
They will be accountable to the CCUM for the effective costmanagementand delivery of all Major and Minor capital works, with significant input across all education sectors.
This will require on-going liaison with the Department of Education (DE) to ensure cost planning and delivery of Minor capital projects is in line with policy and complies with DE capital standards.
It also requires close liaison and negotiation with other sectorial bodies when delivering Major and Minor capital works in non-controlled settings.
As a Quantity Surveyor, your main responsibilities will be Assisting with the provision of a full Quantity Surveying service and costcontrolin connection with the Education Authoritys capital and revenue projects Providing cost plans, estimates and monitoring expenditure on the Education Authoritys programmes of work Assisting with progressing contract and fee payments on a wide variety of projects.
Advising other divisions on contractual procedures to be followed and producing contract preliminaries and other documentation for tender documents Assisting with selectingmanagedservices and contractors, scrutinising submitted tenders, preparing tender reports assessing claims for payment and settling final accounts and claims Assisting with progressing capital projects through the Department of Education financial approvals system and negotiating with the Department of Education on cost allowances for each project Assisting with identifying and costing options to be included in economic appraisals/ feasibility reports and forecasting revenue and life cycle costs for all options; preparing and completing economic appraisals Assisting with the procurement of externalmanagedservices or Contractors to ensure that the Education Authoritys standards are met on a wide range of capital and revenue projects Assisting with the Education Authoritys property condition surveys and updating information as required.
Essential Skills Knowledge of the requirements of a Quantity Surveyor including e- tendering processes and the preparation and administration of PQQ and ITT procurement processes Knowledge of CPD guidance and the DENI Handbooks for Schools.
