Job description Are you an enthusiastic, highly motivated individual with innovative ideas, looking to progress your career in Procurement? This is an excellent opportunity to make a valuable contribution to some of the largest defence programs in the UK. Within this role you will find yourself providing commercial procurement/purchasing contract solutions in support of the Sealand & Stafford businesses in accordance with all MoD, Government and European procurement policies/legislation. You will need the ability to work independently planning and managing own workload, whilst reporting to your supervisor. You will be an enthusiastic, proactive, and well organised individual who can manage numerous tasks/projects individually and as part of the wider team. You will be required to engage with various internal and external stakeholders/customers. You will need a level of decision making required to test the market and processes to use and the ability to be proactive and reactive to situations. Along with this, you will also be expected to stay up to date with relevant legislation and apply to situations when relevant. Initially, you may be expected to attend more frequently to familiarise yourselves with the site, the team and the projects you will be working on in more detail. What youll be doing Determine the appropriate commercial actions for requirements including supply market analysis, draft strategy plans, contract management plans and facilitate key aspects of the delivery. Ensure all contracts adhere to procurement regulations and Government policy. Ensure transactional activities are being performed on DE&S Decas ERP system and all activities within the team are carried out in accordance with the relevant DECA business processes. Support and advise the business with its procurement needs using the appropriate strategies and routes to market. Obtain best value for defence by utilising existing Government frameworks, draft Invitation To Tender (ITT) and contract documentation in accordance with MOD policy and legislation. Manage tender processes and associated activities, including the organisation of evaluations and the key stakeholders involved. Negotiate terms and pricing, place and manage contracts and contract amendments up to a maximum delegation of £0.25M in accordance with set guidelines and conditions outlined in the individuals delegation letter and MOD policy. Maintain and develop supplier relationships, assessing and appraising performance on a regular basis, resolving invoice queries, delivery issues and manage spend to assess year on year savings. Develop and maintain productive working relationships with the wider Commercial team, drive continuous improvement and implement process improvements. Person specification To be successful with your application, you'll need to show that you meet the following essential criteria : Hold CIPS Level 4, or commit to begin study for CIPS Level 4, within first 12 months of employment and attend defence commercial professionalism courses to develop commercial skills and ensure on-going Continuing Professional Development. Proficient IT skills including Microsoft Office and ability to use IT systems. Previous experience working in a purchasing or Procurement role. It will also benefit your application if you are able to demonstrate the following desirable criteria: Previous experience of working within the Public Sector or MoD Procurement. Achieve Government Commercial Function (GCF) professional standard through Practitioner Level Accreditation Panel (expectation this will be part of development plan once CIPS Level 4 achieved and within 6 months of achieving CIPS Level 4).
