About the role
Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
About the team
The Climate Change Mitigation team leads on developing climate change policy and strategy to support the Mayor’s goals of making London net zero carbon by 2030, including in the London Environment Strategy and London Plan, and contributing to economic growth through his Green New Deal.
The team develops new and innovative delivery mechanisms to accelerate the scale and pace of decarbonisation, while meeting the needs of Londoners and adapting to climate change. It works collaboratively with partners across London, nationally and globally to embed and support action on climate. It also monitors and reports progress against climate related targets and uses this to inform the city’s strategy on climate action.
About the role
The post holder will be responsible for overseeing the process that ensures planning applicants are complying with energy policies that support the Mayor’s net zero carbon target, as set out in the current London Plan. An understanding of planning policy and the planning application process would be particularly useful, including knowledge of Part L of Building Regulations, its compliance software (i.e. SAP and SBEM), and accompanying energy strategies.
The role will involve working closely with relevant officers across the environment and planning teams at the GLA and engaging with key external stakeholders including developers, consultants and energy officers in local authorities. It will include supporting and assessing the implementation of current London Plan policies and developing and updating GLA monitoring reports and guidance.
The current London Plan was published in 2021 and the Mayor is now starting to prepare the next London Plan. The post holder will be directly involved in supporting the development of the next London Plan with a focus on the energy efficiency, energy supply and whole lifecycle carbon.
What your day will look like
* Support the management of a portfolio of environment work and on certain, agreed, Mayoral projects and programmes.
* Help in the management of projects that are carried out either internally and externally, either for the Authority or by the Authority on behalf of other organisations, including procuring and managing consultants and contractors.
* Help in the establishment and maintenance of communications on technical and policy matters with international organisations, Government departments, the London Boroughs, and other organisations in the public, private and voluntary sectors.
* Help build new and maintain existing partnerships to assist in delivery of initiatives to implement the Mayor’s policies and programmes including negotiating funding.
* Establish and maintain good working relationships within and outside the Authority and with the Functional Bodies to ensure that opportunities for integration and inter-disciplinary working are realised.
* Contribute to the provision of advice, written and oral, to the Mayor and his staff, senior managers, Members of the Assembly, and Functional Bodies, GLA staff, government departments, London-based and national organisations on environmental matters.
* Prepare responses to questions and correspondence to the Mayor and from Assembly members, Government departments and other organisations in the public, private and voluntary sectors.
* Build and maintain an up-to-date awareness of legislative, technical and policy changes in the environment field.
* Gather and assist to analyse effectively of relevant data and evidence to ensure that strategy, policy, projects and programmes are developed with a solid evidence base and are capable of evaluation.
