As Planning, Finance, and Procurement Division (PFPD), our core activities are critical to the effective and efficient way that HSE delivers its strategic objectives. We are the custodian of the system of internal control and ensure effective governance processes are in place. At the same time, we drive the planning processes to ensure we can deliver our regulatory activity with an agreed financial budget and with appropriate mechanisms to monitor and analyse performance against these targets.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 28 hours per week.
Job description
As the Finance Business Partner to PFPD, HR, Legal Services Division, and Estates, you will provide quality insight, challenge and rigour across the organisation to deliver operational and corporate activity targets within accurate financial forecasts.
Key Responsibilities;
1. Provide financial leadership on divisional business planning and budgeting, through continually improving a process that is fully integrated and links prioritisation, business planning, cost drivers, resource, cost recovery income and works closely with the Financial Management and Performance teams.
2. Develop new ways of working concentrating on reducing transactional activity and focussing on challenging the business robustly and adding value through insight.
3. Support the ongoing development of the FBP team using consistent standards and processes whilst developing a resilience to ensure service delivery across all divisions.
4. Lead the monthly forecasting process for the Divisions you support, challenging the forecast assumptions, and understanding the drivers of the forecasts together with the risks and opportunities.
5. Work with divisions to understand their requirements and using best practice to remove wasted effort and duplication in processes including business cases, prioritisation, budgeting and forecasting.
6. Coaching and supporting Assistant Finance Business Partners to deliver a high-quality service.
7. Supporting activity-based costing, identifying the key cost drivers to ensure Fees and Charges are laid in Parliament.
The role will require regular travel to Bootle of a minimum of once per month.

Essential Skills and Criteria;
8. Have experience of delivering a business partnering service and adding value by providing insight to inform operational decisions.
9. Have experience of successfully leading, managing, motivating and developing diverse teams (often virtually), with the ability to deliver through others, providing a clear direction with a persuasive future and driving high performance in line with strategic objectives.
10. Build strong, trust-based relationships with multiple internal and external stakeholders including divisional directors and stakeholders at senior executive level � demonstrating the communication skills, impact and gravitas to effectively collaborate, challenge assumptions and influence decisions.
11. Convert diverse data in to coherent, insightful reports and briefings for a variety of audiences to inform decision making at Divisional leadership teams and stakeholders at senior executive level.
12. Have strong analytical skills leading to the ability to understand causal factors/financial drivers that create deviations from delivery plans and supporting budgets/forecasts together with the ability to create a strong and compelling narrative in influencing a case for change.
13. Be able to lead change and transformation, identifying opportunities to improve and innovate and lead the design, delivery and implementation of new ways of working.
This post can be based in any of the advertised locations. We offer a hybrid working pattern with an expectation that you will spend 40% of the week at your local office.
