One of my local government clients are currently recruiting an experienced Senior Committee Manager on a temporary basis. This is a 3-month minimum contract with the possibility of the role being extended further to work Monday to Friday 9:00am to 5:00pm. Hybrid working role were, however, you will be required to attend the office 2/3 times a week. Overview: To work with the Democratic Services Manager and Committee Managers, on an interim basis for approximately 6 months, to ensure constitutional advice is provided in a timely and effective manner to all stakeholders, including elected officials, Leadership team and members of the public. To effectively organise, monitor and/or update key governance areas including the Constitution and other relevant governance protocols and guidance. Working with elected members to ensure that the decision-making process at the Council follows legislation and is in line with the Council’s constitution. This role is instrumental to the Council's reputation and capacity within the governance sphere, in a time of significant change in the Councils governance structure. Responsibilities: Responsible for ensuring decision–making process and procedures are in place and to manage the depth of knowledge of policies and procedures for meetings of the Council. Responsible for ensuring arrangements are in place in line with corporate policies to facilitate meetings of the Council. Interpret and lead on providing clear, in-depth and accurate constitutional advice to elected members and senior officers in order to ensure decision-making is lawful and in line with the Council’s constitution. To work alongside the Democratic Services Manager in the on-going development and monitoring of corporate standards and best practice and in maintaining high standards of governance throughout the organisation. To be responsible for writing clear reports that relate to Democratic Services functions and present these to committee’s of the Council and responding appropriately to questions from elected officials. Assist the Democratic Services Manager in providing training to members and officers in relation to the decision-making processes of the Council. Research and maintain an understanding of legislation, regulations and guidance concerning the democratic process, including use of peers from other authorities including the Association of Democratic Services Officers (ADSO) Members Forum. To challenge and continuously improve existing working practices and processes in line with council priorities and in light of a new governance model.
