Job Description
The Fire Safety Manager will be responsible for ensuring the construction project remains fully compliant with all UK fire legislation, requirements, and nuclear site licence conditions through the implementation of a fire safety management system that includes strategies, standards, and procedures.
Reporting directly to the Business Resilience Manager, the Fire Safety Manager will be considered the ‘Competent Person’ as defined in the Regulatory Reform (Fire Safety) Order 2005 and will manage the Fire Safety Team.
The Fire Safety Manager will also be responsible for the development and management of a positive Fire Safety Culture for the Project, including the wide array of contractors that support the project, management of a Fire Safety Assurance programme, development of temporary fire safety solutions, review of fire risk assessments, and continual development of fire safety arrangements and systems on the Construction Site.
Principal Accountabilities
1. Manage the Construction Site Fire Safety arrangements and team to support an integrated approach to deliver adequate fire safety arrangements.
2. Establish, monitor and review a robust Fire Safety management system including the setting of policy, standards, and strategies.
3. Anticipate future fire needs on the construction site based on the anticipated risk profile and ensure construction activities can continue in line with project needs whilst ensuring legislative compliance to meet our Zero Harm ambition.
4. Manage the Fire Safety Team, delivering monthly and annual objectives, goals, and KPIs to support and measure the delivery programme.
5. Establish and maintain the required fire safety meetings, forums, and engagements which plan, manage, monitor, coordinate, and review fire safety in accordance with the site requirements.
6. Support key regulatory interventions and inspections leading on fire safety related matters and being a key stakeholder to provide the Regulators confidence in the adequacy of fire safety arrangements on the Construction Site.
7. Manage a Fire Safety Assurance programme to assure fire safety standards across the Construction Site, identifying findings and actions, ensuring timely close out and completion.
8. Produce relevant, regular, and appropriate fire safety performance reports and dashboards, in accordance with agreed timeframes, which will include the identification of trends and early warnings of possible issues, recommending appropriate action.
9. Work closely with your Fire Safety Engineer to provide compelling advice and guidance to deliver a mix of conventional and goal-based fire safety solutions during the construction phase of the project.
10. Ensure the project-wide fire risk register(s) are established and maintained for all temporary and permanent assets being constructed and undertake associated risk-based inspections and other assurance activities.
11. Assist the Fire Response/Fire Assurance Safety Teams in resolving fire safety issues by liaising with Tier 1 contractor’s teams and their management in regard to the fire safety control measures necessary to reduce and mitigate the risk of fire at the HPC construction site.
12. Provide assurance and advice on compliance with applicable fire-related legal duties.
13. Be an effective and pragmatic member of a team of construction, health, safety, and environmental professionals.
14. Liaise with the construction insurers on matters relating to fire safety at the site when required.
My Profile
1. Membership (or working towards) of the Institute of Fire Safety Managers (IFSM) or equivalent organisation.
2. Health, Safety & Fire Safety Qualified via an approved professional body or organisation i.e. UK Fire Service College, FPA, IFE, NEBOSH etc with a minimum of 2 years’ experience.
3. Demonstrates a knowledge and understanding of the principles and practices of Health & Safety & Fire Safety.
4. Competent in using Microsoft applications and an aptitude to learn new software packages.
5. Proven track record of achieving excellent fire safety results on operating, engineering and/or construction projects.
6. Excellent communication skills with the ability to develop a wide network and working relationships within the construction industry.
7. Significant fire safety experience including within a large project environment.
8. Compliance focus tempered with a team-centred approach.
9. Highly skilled in the analysis of technically demanding and detailed information and quickly identify the underlying trends, issues and risks.
10. Strong capacity to be future-focused in identifying future fire risks and implications. Strong communication skills to be able to put across complex concepts and data in a way that is readily understood and actionable, using a variety of media.
11. Skilful in distilling knowledge and building skills in others and the capacity to be pragmatic and practical in the way that technical issues are addressed.
12. Ability to establish a vision and develop/implement strategy to attain it.
13. Excellent knowledge of national and international fire safety standards.
14. Proven track record of managing fire safety in complex and high-risk operations, process or construction environments.
15. Knowledge of CDM Regulations.
16. Significant management experience in successfully influencing and engaging senior business leaders and supporting project teams.
17. Significant experience in creating and implementing large scale fire safety strategies and plans across complex and high-risk operations.
18. Knowledge and experience of interfacing with the ONR or HSE.
19. Chartered membership of IOSH or equivalent.
20. IFE Membership and Qualification.
