Overview of project/role
To actively manage the Asset condition, quality plan, maintenance and contract compliance of the Elizabeth Line train fleet and Old Oak Common depot in conjunction with key stakeholders including the Elizabeth Line passenger service operator, Alstom as train maintainer and depot operator.
To manage handover and hand back of Rolling stock and or depot assets to the Operator, including a new train introduction program, to include inspection, gaining agreement with the Operator, including the review and generation of all required documentation plus required reporting.
To provide an Interface Management capability for Old Oak Common Depot's safe and efficient operation.
Key Accountabilities
* To monitor and record the day to day condition of the train fleet plus depot assets working with key stakeholders to maintain the fleet and depot to the required state of repair in accordance with the Elizabeth Line Rollingstock and Depot contract, Rolling Stock Lease plus Operators Concession Agreement.
* To develop and implement a program of train fleet and depot condition audits, establishing train and depot condition metrics and measurement methods. Produce regular management reports on the overall fleet and depot condition, trends, points of escalation, and any recommended corrective actions to be implemented.
* To oversee correct implementation of maintenance and overhaul strategies for Depot Plant, Depot Facilities and Rolling Stock in accordance with the Elizabeth Line Rolling-Stock and Depot contract, Lease, Concession Agreement maintaining an industry leading state of repair and readiness.
* To determine, implement and manage a plan for the inspection, configuration compliance, repair and return/ transfer of Rolling Stock and Depot Equipment, in conjunction with the key stakeholders, to meet the requirements for the new trains introduction program and a change of Operator.
* To support the Elizabeth Line Senior Fleet Manager and Commercial manager in determining technical and operational compliance of Rolling Stock and Depot assets against the Elizabeth Line Rolling-Stock and Depot contract and the Operators Concession Agreement.
* To implement and maintain the Rolling Stock and Depot Quality Management Plan and maintain compliance with TfLs reporting protocols for SHE incidents impacting Rolling Stock and Depot Operations.
Skills, Knowledge & Experience
Skills
* Team player with strong interpersonal, analytical and communication skills (verbal and written) at all levels of large organisations.
* Able to provide informed, pragmatic, targeted and timely technical, asset management advice to internal and external parties.
* Ability to prepare concise technical and asset condition reports.
* Good negotiation and influencing skills with ability to manage external relationships.
* To confidently act as the ‘face’ of Elizabeth Line and represent its interests to stakeholders and other third party organisations.
* Ability to timely project manage and conclude activities and programs of work effectively and within budget.
Knowledge
* Substantial Rolling Stock technical or production knowledge and Rolling Stock and stabling siding depot operational experience.
* Experience in the management of Rolling Stock depot Facility Management and maintenance requirements.
* Extensive practical working knowledge of fleet management processes and procedures, Rolling Stock hand over and hand back practices.
* Completion of a relevant Apprenticeship or extensive directly relevant practical experience.
* Educated to HNC/D or Degree level in a mechanical or electrical engineering discipline an advantage but not mandatory.
* Membership of a relevant professional engineering institution an advantage but not mandatory.
Experience
* Experience in a technical role within a train manufacturing, train leasing, train servicing or TOC environment.
* Experience of implementing and managing asset management and quality plan regimes.
* Experience of managing new train fleet acceptance and hand over to a TOC.
* Experience in the project management and reporting of medium sized projects impacting Rolling Stock and Depots.
