6 months contract with a Local Authority
Job Summary:
To work alongside a Service Directorate management team within one of the four Operational Finance teams, providing a full range of financial direction, support, and guidance to one of the Council’s Directorates and cross-cutting support on capital and transformation.
Support the Directorates’ Senior Management and their budget managers to deliver budget management responsibilities. Translate complex financial data to non-financial stakeholders and effectively challenge senior managers to ensure robust financial management.
Provide direct financial support to develop strategic financial plans that reflect the future needs of the service in the Council’s medium-term financial forecasts. Support Finance managers in providing high-quality financial advice and accurate information to Corporate Directors, Heads of Service, and budget managers.
Key Duties/Accountabilities:
1. Support the coordination of an operational Finance team to provide optimum service provision in accordance with the Council’s policies and statutory requirements.
2. Support target setting, performance management, business planning, and budget management for the Finance team.
3. Support the selection, development, and performance of junior members within a specific operational finance team.
4. Work closely with Senior Managers to keep them informed of the financial position and risks for their services.
5. Support the development of effective external working relationships with stakeholders to continuously improve financial performance.
6. Ensure high-quality financial advice and direction is provided to enable timely and well-informed decisions.
7. Identify financial issues within the service Directorate that require attention and seek resolutions.
8. Support the development and implementation of budget plans across the Directorate.
9. Ensure all purchasing and procurement is conducted in line with corporate guidelines.
10. Maintain high standards of statutory accounting and meet the Council’s requirements.
Skills/Experience:
1. Experience as a finance professional in a large public sector organisation.
2. Understanding of statutory and regulatory financial framework for local government.
3. Experience of building partnerships with a range of stakeholders.
4. Strong analytical skills and ability to present financial information clearly.
5. Advanced technical financial skills such as financial modelling and benchmarking.
6. Ability to manage financial affairs with minimal recourse to senior staff.
7. Understanding of the political environment and the role of elected members.
8. Ability to contribute to plans for transformational change and improvement.
Additional Information:
Fully qualified Accountant - CIPFA, ACA, ACCA, CIMA or equivalent experience.
Hybrid role – 1-2 days/week from the office.
