The single corporate service is delivered across both organisations. You may be based at either IWT or PHU and individuals may be required to undertake business travel between sites. For leaders managing staff across multi-site locations, you will need to be visible and provide in-person leadership. The arrangements and frequency will be agreed locally.
Job Description
Location: Across sites, both Isle of Wight NHS Trust and Portsmouth Hospitals University NHS Trust (frequency of visits to each site, to be agreed locally)
Position Type: Full-time, 37.5 hours per week.
Salary: Band 7 - £46,148 - £52,809 per annum
Ensure that the Trusts operate a consistent, cost-effective and efficient temporary staffing and service, which is fully compliant with Trusts, national and local policy requirements, professional standards and supporting the delivery of high quality and safe care for patients on a Trust-wide basis.
Responsible for ensuring appropriate staffing establishment is in place, monitoring performance of bank fill, reducing agency activity and spend and highlighting any areas of risk subsequently forming action plans to deliver recommendations around efficiencies and improvements. The post holder will need to work closely with operational management, rostering, medical staffing, and recruitment teams to achieve this.
Ensure that effective mechanisms are in place to provide temporary recruitment solutions that meet the needs of services, including bank and agency (including Locum) recruitment.
To contribute to the contract management of the Master Vendor arrangements with outsourced providers and suppliers of key services within areas of responsibility. The post holder will manage the day-to-day operations to ensure the smooth delivery of the contract and escalate as required KPI information impacting on performance.
Responsible for leadership and management of the Temporary Staffing Team. Responsible for day-to-day delivery of these services.
Main Responsibilities:
1. Work in partnership with the Workforce Planning and Information and Roster Teams to ensure that systems, processes, and management information are effective and robust allowing the collation of information as required for external and internal reporting requirements.
2. To develop recruitment and selection processes which focus on attracting and selecting the most competent and highly skilled candidates, paying due attention to the Trusts values, and the importance of reflecting the communities that the Trust serves and partners with.
3. To be responsible for the programme delivery including drafting business cases and/or bids for external funding.
4. To ensure the Trusts fulfil national and local workforce information requirements in line with the GDPR, Data Protection Act and Freedom of Information Act within statutory or other deadlines.

1. Experience of working within a HR department to include basic HR administration and to provide advice on policies and procedures.
2. Experience of using paper and electronic filing systems.
3. Experience of inputting data into information systems.
4. Experience of relating the service context and implications of the data to robust but relevant interpretation or recommendations.
5. Experience of analysing & responding to complex queries.
6. Experience of collating and analysing statistical information and presenting results to non-statistical professionals.
Knowledge
Essential
1. High standard of computer literacy with good keyboard skills.
2. Ability to communicate effectively by telephone, particularly in giving instruction on the use of systems.
3. Ability to communicate effectively in person, dealing with callers to the department who may be distressed and/or upset.
4. Ability to communicate effectively in writing.
