About the FCA
The FCA regulates the conduct of 45,000 firms in the UK to ensure our financial markets are honest, fair, and competitive. The Risk and Compliance Oversight Division (R&CO) performs the second line of defence function in the FCA, helping the FCA identify, assess, and report risks that threaten its ability to deliver its statutory objectives.
The Division is responsible for:
1. Defining and owning the FCA Risk Management Framework.
2. Providing ongoing guidance and oversight of risk management across the FCA.
3. Enterprise-wide risk analysis and reporting.
4. Delivery of Regulatory Investigations and Assurance.
5. Compliance Oversight.
6. Complaints.
We are recruiting for a talented individual to work in our Risk Framework Team. The team is responsible for establishing and maintaining the design and implementation of the Risk Management Framework and supporting infrastructure. This includes working with key colleagues across the R&CO, such as Risk Advisory, to explain the FCA Risk Management Framework and its key components, including Risk Taxonomies, Risk Tolerance statements, Policies, Standards (Controls), and how these apply to various situations. The team also helps the business fulfil their responsibilities for delivering their objectives and priorities by using effective risk management tools and techniques, such as the FCA risk and audit system and facilitating structured risk workshops.
This is a high-profile role which requires a mix of delivery focus, business engagement, and technical risk skills.
What will you be doing?
Supporting the development, maintenance, and application (where relevant) of FCA’s Risk Management Framework (RMF) and the tools and processes that underpin it, including the Risk and Control Self-Assessment (RCSA).
1. Helping the business use the Risk Management Framework to identify and understand risks (including the strength of the control environment) and to put in place appropriate mitigation.
2. Actively promoting a culture of risk management through advice and training, including advice on the delivery of operational and behavioural change.
3. Providing technical support on the FCA’s Risk and Audit System to colleagues in Risk and Compliance.
4. Providing analysis and insight to colleagues in R&CO and the wider organisation.
5. Working with colleagues in Risk and Compliance Oversight, Risk Advisory, and the wider organisation to ensure the RMF and supporting infrastructure are appropriately communicated, understood, and embedded in day-to-day business processes.

Minimum Requirements
1. Experience of working in a Risk Function within a large/complex organisation, with significant knowledge and experience of Risk Management Frameworks, methodologies, tools, including risk and control self-assessments.
2. Demonstrable experience of providing risk management training to others.
3. Experience in delivering projects end to end, including managing timelines.
Essential Skills
1. Demonstrable experience of working with risk systems, how they are used to support risk and control assessments, risk event (incident) management, and Key Risk Indicators.
2. A flexible approach to the way you work and what you work on, and the ability to work in a changing environment including delivering at pace to tight deadlines.
3. Excellent stakeholder management skills with the ability to promote productive working relationships with other divisions, understanding others' perspectives while persuasively presenting your own views to find mutually agreeable solutions.
4. Excellent written and oral communication skills, including the ability to communicate confidently and credibly with colleagues, senior management, and subject matter experts.
5. Good understanding of the FCA and its approach to regulation.
6. Ability to quickly assimilate and analyse detailed information to form prioritised judgements and identify potential risks.
7. Self-motivated with a proactive approach to work; able to use own initiative to identify potential issues and suggest solutions.
8. Well organised and able to work on several different tasks at the same time.
