What you'll be doing. The Estates and Property Manager will be the professional lead for the Consents processes, for all property related works that take place at stations and accommodation across the estate. It's an exciting position with high levels of responsibility and autonomy and the successful individual would be expected to be a Subject Matter Expert with a demonstrable background in buildings / construction Health & Safety. Whilst we would love you to have some knowledge of the railway industry if you don't, it's not a deal breaker, so we would still welcome applications from those who have the relevant transferable skills. This role will oversee and facilitate granting the relevant permissions to contractors to gain access to the stations to carry out works by reviewing Risk Assessments and Method Statements (RAMS) and the issuing of all consents approvals including Works Access Notices (WAN's). Your responsibilities include, but are not limited to: • Reviewing submitted Estates Consent applications, including the review of scheme drawings. • The management of Contractor Works Access Notices, Season Tickets and Hot Works Permits • Ensuring compliance with Health and Safety legislation and Railway Industry Standards • Monitoring where schemes may require Regulatory Station Change and advising where appropriate in consultation with colleagues. • Administering the online Consents Management System • Providing a senior level of Safety representation for the Property team, providing advice and guidance on technical Safety considerations, including, but not limited to Construction Design and Management regulations, Asbestos, Health & Safety at Work, Working at Height, Hot Works, railway environment risks including Isolations & Possessions / interoperability, Fire Safety, Electrical, Water and station operations. • Management of a small team of in-house, and as required, external advisors, being the “go to” person for all consents issues. • Identification, Implementation and Translation of strategies into action. Development of new approaches and setting of a clear and compelling vision of health and safety in Estates • Assisting / leading on investigations as required. • Having a customer focused outlook is essential as you will be required to Offer a high standard of service in accordance with agreed response KPI's What you'll need: • You'll be responsible for the upkeep of process documents / Safety Management System policies for issuing to the wider business, contractors and relevant parties. • You will need the ability to build relationships internal to the Property team and wider business as well as building relationships with external stakeholders to ensure they are guided through the process appropriately. • You must be comfortable excelling at in person communication as there will be an expectation to lead in dealings with the wider business on various consents and safety topics. • The Skills to Set and achieve KPI's for reviewing of applications. • You will need to be able to Identify schemes where Safety Validation may be required and then engage with the safety colleagues accordingly. • You will need to have attained the NEBOSH General Certificate health and safety qualification as a minimum • Possessing excellent organisation and time management skills you will have the ability to prioritise and be flexible whilst working under pressure, balancing multiple competing and changing demands in order to meet deadlines in line with business timescales and agreed KPI's.
