Emergency Response Advisor 1104CW Hinkley Point C, Somerset £285 PAYE, £390 Umbrella per day Long-term Contract Job Purpose / Overview: The emergency response advisor will support the Emergency Response Lead for the HPC / Nuclear Development Emergency Response and act as an advisor to support the Emergency response lead for operational Response and recovery for the Hinkley Point C construction site. This includes supporting the assurance of operational response arrangements, plans, and equipment. Contextual Information: Operating Environment Hinkley Point C is a major infrastructure project requiring expertise and support of many other contractor organisations to deliver the project safely, to the right quality, on schedule and within budget. To provide assurance to our stakeholders that the project will be delivered safely and that we are controlling all potential hazards and safety risks, this position is required to support any activity that can help control site wide risks to the project. Framework & Boundaries The Emergency response advisor will report to the emergency response lead. The post holder will develop a ‘one-team’ working relationship with all key stakeholders and external stakeholders always providing clear communication and support to internal departments, programme teams and external stakeholders ensuring emergency arrangements are suitable and sufficient against the current and future risk profile. Principal Accountabilities • Fire and Emergency Response technical advisor, providing advice and support to all levels of management including the Emergency Response Lead. • Advise on site wide incident response arrangements. • Development and management of site wide incident support and recovery arrangements. • Advise for incident response and recovery capabilities onsite. • Strategic and tactical incident advisor supporting duty mangers at the scene and/or remotely. • Interface with regulator for emergency response matter in the absence of emergency response lead. • FRS - firefighting and technical rescue assurance on the direction of emergency response lead. • Tier 1 – firefighting and technical rescue assurance. • Promote and a facilitate testing and exercising of emergency response arrangements. • Support the Incident Response Lead in the management of rescue provision across site. Knowledge, Skills, Qualifications & Experience Knowledge & Skills Essential • Interpret plans and distilling emergency response and safety requirements throughout different build phases. • Understanding of Emergency Response requirements for large industrial construction sites. • Possess extensive fire, rescue and emergency response experience in a commercial environment. • Understands and can advise on a range of emergency response and recovery equipment in conjunction with the Fire Service provider based on HPC Site. • Ability to develop and produce emergency response plans from complex and multiple sources of information. • Highly skilled in instruction and presentation skills and communicates effectively both orally and in writing. • Maintains a confident and resilient attitude in highly challenging situations. • Ability to build a wide network and works effectively with others. • Understands, recalls, applies and adapts relevant information in an organised, safe and systematic way. • Ability to provide strategic and tactical advice to multiple stakeholders understanding and acknowledging different stakeholder’s needs. • HAZMAT Spill and Environmental emergency response. • Good organisational skills with practical and with the ability to manage several concurrent activities. • A dynamic individual who is a team player that is pro-active and flexible and who can work on their own initiative across a broad range of issues to review compliance.
