Benefits Manager – Role Overview
This role is an essential part in driving programme success within the Valuation Office Agency (VOA) during an important phase of transformation. As we merge two Government Major Portfolio Programmes (GMPP) into the ground-breaking NextGen Rating (NGR) programme, a new NGR Strategy team is being set up to ensure that the new programme stays aligned to the VOA Strategic direction. As Benefits Manager, you will report to the NGR Business Case Lead and ensure that our benefits approach is suitable for its intended purpose. The work that you do to track and measure our programme benefits will help to optimise the value of the programme and justify the investment in it.
This work is driven by the political commitment to reform our business rates system ensuring that it efficiently serves customers while generating necessary income for vital local services. This role works across a complex and politically important set of issues, blending analytical, project delivery and strategy skills within a large Government Major Portfolio Programmes (GMPP) level programme.
Key responsibilities
* Support the Business Case and Strategic Planning Manager in preparing and updating the benefits elements of the business case, working with specialists as required.
* Define and shape the benefits management strategy, taking into account the wider organisation methodology.
* Establish and maintain the project Benefits Realisation Plan including change control.
* Establish the mechanism for the tracking and reporting of benefits through the project lifecycle and into realisation.
* Facilitate workshops, map benefits and circulate for agreement and approval. Apply experience to provide challenge and ensure assumptions are robust working with a range of stakeholders to validate and test dependencies.
* Work with stakeholders to ensure that benefits are identified, understood, owned, and maximised. The post holder will brief key stakeholders ahead of benefits reviews and engage with the VOA portfolio office to assess consistency and test double counting.
