Introduction
Developing Healthy Communities (DHC) is seeking a dynamic and experienced Project Manager to lead the Clear Project, which is a community-based initiative designed to support the implementation of NI Suicide Prevention Strategy (Protect Life 2) and the NI Mental Health and Emotional Wellbeing Strategy.

Job Purpose
The Clear Project is a capacity building initiative supporting community and voluntary sector organisations across Northern Ireland working in the areas of prevention of Suicide and Self-harm and promotion of Mental and Emotional Wellbeing.
The Clear Project Manager will be fully responsible for overseeing all aspects of the project including daily management of the team and financial and digital systems. The Clear Project Manager will ensure the successful delivery of the following PHA Clear Contracts:
* Short Term Funding
* Quality Standards
* Annual Training Programme
The Clear Project Manager will be highly organised, capable of managing multiple work streams simultaneously and competent in the management of staff, budgets, and ICT. They will conduct quality assessments as part of the PHA Clear Standards, oversee all administrative tasks, and ensure the facilitation, delivery and evaluation of the Clear Project’s Suicide Prevention and Mental and Emotional Wellbeing suite of training programmes.
In addition, the candidate will be a skilled communicator and have a strong track record of interagency collaboration across community, voluntary and statutory organisations at a local and regional level.
Main Responsibilities
* Take overall responsibility for the management of all PHA contracts and projects within the Clear Project portfolio.
* Lead the daily management and co-ordination of the project, focusing on maintaining strong working relationships and ensuring adherence to budgets and time scales.
* Deliver on all Clear Project targets as set by the project funding bodies and DHC including, but not limited to:
o Assessment of community and voluntary groups against the Clear PHA Quality Standards
o Management of PHA Small Grants Programme
o Implementing Suicide Prevention and Mental Health/Emotional Wellbeing training in line with NI’s Protect Life 2 and Mental Health and Emotional Wellbeing Strategy.
* Provide leadership and management of project staff to ensure successful project outcomes.
* Plan, organise and facilitate Clear forum events twice annually.
* Prepare and present regular reports to the Chief Executive and funders on the development and progression of the project, and present to DHC Board.
* Develop and maintain high-quality, cost-effective digital information systems for project and grant management.
* Complete quarterly Project Monitor Reports as required by the PHA.
* Liaise with internal and external partners, stakeholders and funders.
* Oversee and contribute to the production and distribution of publicity materials.
* Ensure training programmes are appropriately targeted, organised and implemented.
Staff Management
* Hold overall responsibility for managing all Clear project staff including supervision, planning and evaluation meetings and training.
* Liaise with the Chief Executive to maintain appropriate staffing levels assisting in recruitment and selection processes, including drafting job descriptions and job specifications.
* Assist the Chief Executive to prepare employment documents for Clear project staff.
* Support the orientation and induction of new staff while fostering a collaborative team environment and strong interpersonal relationships.
* Promote best practice, provide leadership acting as a role model and encourage effective teamwork within the Clear Project.
* Empower team members to achieve their goals and reach their full potential through regular supportive conversations and shared decision making.
* Conduct annual performance appraisals and set objectives aligned to the organisation’s Strategic Plan. Monitor and manage team performance.
Financial Management
* Efficiently manage financial and service resources to meet project targets.
* Prepare and monitor annual budgets, ensuring alignment with financial targets and limits.
* Provide accurate information to the funders, the Chief Executive, Board Members and staff on all financial matters and procedures.
* Maintain up-to-date financial records related to project operations and ensure that project staff operate within agreed budgets and limits.
* Liaise with funders, oversee, and control the draw-down of finances.
* Identify and pursue additional funding opportunities to support training needs as well as support sustainability of the organisation.
Communication
* Build and maintain strong working relationships with statutory, community and voluntary agencies.
* Prepare and present programme proposals and reports as required.
* Deliver presentations at conferences, seminars and meetings on the work of the Clear Project.
* Establish connections with key organisations and sectors.
* Represent the Clear Project as appropriate at meetings and events.
* Assist with the production and distribution of publicity materials including press releases.
* Respond to Assembly Questions and requests for information from funders.
* Deliver training on a range of Suicide Prevention and Mental and Emotional Wellbeing topics.
Other
* Ability to produce, interpret and report on data.
* Maintain an up-to-date knowledge of NI Health and Social care policies relevant to the work of the Clear Project.
* Participate in external and internal training as required.
* The role requires regular travelling across Northern Ireland.
* The post holder must hold a valid NI Driving Licence and have access to personal transportation for business use or access to a form of transport that will permit the applicant to meet the requirements of the post in full.

Qualifications and Training
Essential
A Degree or equivalent education and 3 years’ experience of managing a complex project in the areas of community development, health improvement, public health, education.
/Or/
At least 5 years’ of managing a complex project management in the areas of community development, health improvement, public health, education.
*Complex is defined as a project/programme of work which is multi-strand, management of team, managing budgets of up to £1m.
Desirable
Project Management Qualification.
Community Development experience and multi-agency working.

3 years’ experience of budgetary management including re-profiling and reporting.
3 years’ experience of working with digital systems and production of data.
Competent in the use of Microsoft Office.
