Senior Procurement Specialist

This position is required to fulfil and manage the procurement process of various major projects that Bilfinger currently has to deliver across various industries including Oil & Gas and Nuclear. The successful candidate will be expected to manage the procurement process from cradle to grave, and most importantly use their subcontracting experience to support and progress our latest projects.
Key Activities
1. Work within a cross-functional team (Procurement, Sales and Bid Team, Engineering, Quality, Legal and others as required) to lead the procurement process from cradle to grave on major projects.
2. Manage the pre-contract award process, which includes:
o Assisting the Proposals team with procured items and subcontracts for work Bilfinger is bidding.
o Managing the tendering process in a timely manner, including commercial clarifications and liaising with others for technical and quality requirements.
o Selecting and proposing the pricing and lead team information to be used by the Proposals Team.
3. Manage the post-contract award process, which includes:
o Create package strategies depending on desired outcomes, risks, and drivers.
o Create and manage the Procurement Plan throughout the lifecycle of each project.
o Work with the engineering team to ensure robust scopes of work packages are created.
o Perform full tender assessments to ensure the most economically advantageous tender is selected.
o Negotiate the subcontracts created at tender stage, ensuring all Flowdowns are agreed.
o Organise kick-off meetings and expedite requirements.
o Manage Change Orders.
The role requires 5+ years experience of creating, negotiating and managing NEC forms of subcontract. Ideally experience of other forms of contract is also desirable, i.e. MF1, FIDIC, IChemE.
Experience & Qualifications
* Proven track record in a senior procurement role within a project environment, managing multiple subcontract packages of work simultaneously.
* Knowledge of procurement system SAP.
* Knowledge of forms of contract – NEC3&4, MF1, FIDIC, ICHEME among others.
* Knowledge of mechanical and electrical, control and instrumentation packages, general plant and equipment, site services, professional services and subcontract management/procurement thereof.
* Membership of appropriate professional body, i.e. CIPS (essential).
* Professional/post-graduate Procurement or Management Qualification.
