Senior Finance Manager - Specialised Commissioning & Health & Justice
An exciting opportunity has arisen to join the NW Specialised Commissioning Finance Team. As a Senior Finance Manager, the post holder will work as part of a dynamic team in delivering an effective service, supporting managers and staff to exercise effective strategic and professional leadership of the Specialised Commissioning Finance function. This post will support the delegation of Specialised Commissioning services to ICBs. In conjunction with the Deputy Director of Commissioning Finance, the post holder will provide financial advice and expertise and will lead on a number of finance projects within the hub to support the management of a budget in excess of £2bn.
The role will involve the following:
* Acting as the finance lead for a number of Specialised Commissioning contracts working closely with contract managers, pharmacists, and service specialists.
* Acting as lead finance manager for planning and a defined portfolio of projects in the hub, working with all members of the team on a regular basis.
* Acting as a senior manager in the team, deputising for the Deputy Director of Commissioning Finance as required.
* Working closely with key stakeholders such as ICBs, NHSE national team, and providers where required to support service improvements that will improve outcomes for patients.
Main duties of the job
* To assist the Deputy Director of Commissioning Finance in the provision of financial advice to clinicians and managers in the Specialised Commissioning team to support the delivery of national and local priorities and outcomes both in the short and long term.
* To support the implementation of the specialised commissioning strategy.
* To support organisational change and the promotion of quality services.
* To support the ongoing negotiation of contracts with service providers.
* To ensure the reporting of performance data to all key stakeholders.
* Supporting the implementation of the NHSE / ICB financial strategy.
* In conjunction with the Deputy Director of Commissioning Finance, lead the effective financial planning for the NW, working closely with colleagues in other Directorates.
Working closely with the ICBs financial teams, the CSU and colleagues in other agencies to:
* Review financial plans and performance.
* Assess, stress test, and monitor the delivery of QIPP plans.
* Provide effective interpretation, trend analysis, and comparative information.
* Identify and report risks to delivery.
* Support timely interventions where necessary.
* Assist in developing remedial action plans as required.
Ensure early escalation of developing issues to Deputy Director of Commissioning Finance.
