Position Summary
To provide inspection and integrity services and expertise to the CATS Terminals pressurised systems through the full integrity life cycle including from completion of inspections in accordance with the Written Scheme of Examination (WSE) and / or approved Inspection & Test Plans (ITP's) through to provision of a final inspection report and recommendations
Duties & Responsibilities
Functions
• Support and actively participate in RBA's and Authoritative Reviews for pressurised equipment and associated assets
• Develop Written Schemes of Examination as part of inspection preparations
• Complete First Pass examinations of equipment to accurately identify preparation for inspection and Non-Destructive Testing (NDT) requirements
• Plan and carry out Inspection of plant pressure systems and pipe work in compliance with the Written Scheme of Examination and personal Letter of Authority (LOA)
• Complete the inspection of all process pressure, relief devices and decommissioned / out of service equipment as required in compliance with Oceaneering and client procedures and personal Letter of Authority (LOA)
• Complete Wayleave inspections for buried and above ground pipeline installations both on and off-site liaising with landowners and permit issuing authorities as required. Expertise and support to also be extended to third parties i.e. Cathodic Protection surveyors
• Raise Repair Orders / Corrective MMS Work Orders when required, providing a detailed description of the defect and location together with relevant up-to-date documentation and photographic evidence
• Carry out Repair Order close out inspections when required
• Complete the Inspection Report within CREDO stating the suitability for further service and including recommended or required actions, next period of service between inspections in line with current RBI recommendations or Oceaneering / client recommended intervals, within 28 days of the inspection.
• Modify or update the MMS Call Forward (or PM) system based on inspection findings using the PM Manager functionality within CREDO
• Inform the Senior Inspection Engineer, without delay, when any inspected equipment or NDE results indicate the item is or potentially is not Fit-for-Service
• Review NDT reports in a timely manner and instigate Inspection Queries as required
• Verify the application of NDT methods for vessel and pipe work inspection, inform NDT personnel of requirements.
• Specify NDT techniques where necessary maximise the use of non-invasive inspection techniques where possible
• Carry out the IIA briefing / Toolbox Talks to all visiting Inspection / NDT Personnel provided for specific jobs by the Senior Inspection Engineer and / or Project Manager
• Maintain a contemporaneous record of daily activities
• Maintain all assigned Logs or Registers as up-to-date and in accordance with Oceaneering / client procedures
• Lookahead to future TAR's / Outages and support in the preparation of inspection work lists and scopes according to the event plan
• Support projects and modifications with pressurised equipment inspection and integrity knowledge including registration, installation, inspection and reporting
• Maintain personal inspection competency in a timely manner in accordance with company and accreditation body requirements
• Other responsibilities and duties, as assigned by Project Manager and / or Senior Inspection Engineer, based on company and / or client requirements subject to suitable personal knowledge and skills (or further training and support will be provided)
Safety
• Ensure that the Safety policies and procedures are understood and adhered to in order to ensure a safe working environment.
• Highlight and STOP any task where this is not possible and / or doubt exists, only recommencing once the issue has been fully rectified and all associated procedures and practices updated and rolled out
Other
• Carry out work in accordance with the Company and Client Health, Safety, Environmental and Quality Systems. If any conflict is found, guidance to be sort from supervisor and / or line manager
• Perform the assigned tasks with due diligence regarding the Integrated Management Systems on the Company and Client. If any conflict is found, guidance to be sort from supervisor and / or line manager
• Actively seek to eliminate waste of whatever form including the suggestion of the use of more environmentally friendly substances and practices that contribute to the continuous improvement of the environment.
Supervisory Responsibilities
• This position has no direct supervisory responsibilities.
Reporting Relationship
• Works closely with Oceaneering Senior Inspection Engineer in the completion of day to day activities
• In addition works closely with clients Terminal Integrity Engineer to ensure the inspection and ensuing integrity of pressurised equipment on site
• Liaises with the local Oceaneering NDT branch to secure the services of NDT technicians as required to deliver the inspection program
Qualifications
• UKAS RG2 Category 3 compatible (E)
• UKAS RG2 Category 2 compatible (P)
• API 510 Pressure Vessel Inspector (P)
• API 570 Piping Inspection certification (P)
• Appropriate HNC/HND qualification or higher (E)
• EngTech accreditation or higher with the Engineering Council or equivalent (E)
• Minimum 5 years of specific experience related to the inspection of pressurised equipment (E)
• Must be able to demonstrate working knowledge of design, manufacture, metallurgy, welding, codes, standards, risk assessments and legislation associated with the in-service inspection of plant and equipment (E)
• Must be familiar with QA/QC systems and procedures, NDE techniques (E)
• Ability to generate a team approach to problem solving and a good communicator, both written and verbal (E)
• CSWIP Weld Inspector or equivalent (P)
• NDT certification (can be expired) for core techniques desirable (P)
• API 653 Tank Inspection certification (P)

• Ability to work both individually and as part of a team across two different organisations
• Self starter with strong personal drive to own and complete tasks to required standard
• Highly effective planner of both own and team tasks across varying timeframes
• Strong written communication skills including technical report writing
• High attention to detail and consistency of output
• Good oral communication skills for leading work teams and sharing inspection findings with individuals at all levels
• Deep technicial understanding of inspection techniques and practices and their in field application
• Strong analytical reasoning as applied to inspection findings
• Ability to deliver inspection and integrity strategy across a full Terminal
Working Conditions
This position is considered Shop / outdoors which is characterized as follows.
• Primarily outdoors during the day and at night.
• Frequently working on or near moving equipment and vibrating equipment.
• Occasional exposure to airborne dust, fumes and gases in the workplace.
• Work surface is stable (flat)
