Senior Enforcement Officer – Housing Hourly rate between £30 and £35 via umbrella Location: Doncaster (Hybrid working - around 1 day required in the office plus some site visits) Job Type: Full-time We are seeking a Senior Enforcement Officer for our Regeneration & Environment Directorate. This role is crucial for coordinating and undertaking the administration and enforcement of various advisory and regulatory activities, primarily focusing on the private rented sector (PRS). The main goal is to ensure that properties are safe, suitable, and properly managed to protect tenants and the local community. Day-to-day of the role: Assist service area managers with the investigation and resolution of requests, providing day-to-day support, coordination, and development of Enforcement Officers. Undertake effective administration and enforcement related to the regulation of Houses in Multiple Occupation (HMOs). Responsibilities include identifying and tackling unlicensed HMOs, liaising with relevant parties, drafting and granting licenses, enforcing conditions, and undertaking inspections. Plan and coordinate a risk-based proactive HHSRS and licensing compliance inspection programme for HMOs to meet legal duties. Carry out proactive and reactive inspections of PRS housing, including the investigation of complaints and inspections of private sector housing to assess potential hazards under the Housing Health and Safety Rating Scheme (HHSRS). Provide professional advice and opinion on specific cases, propose appropriate remedial actions to bring properties up to current statutory and council standards, and take appropriate enforcement action to secure necessary improvements. Provide advice, information, and deliver educational initiatives to internal and external partners, the public, and other agencies relating to PRS housing standards and management. Analyse evidence, prepare reports under the guidance of service managers, make recommendations, and represent the service area in court/tribunal/hearings. Required Skills & Qualifications: Competent to undertake standards, health and safety, management, and licensing inspections of multi-occupied private rented accommodation (HMOs). Ability to determine appropriate enforcement actions including preparation of complex legal notices and prosecution files. Proven competency in using ICT, able to analyse complex issues and provide practical and creative solutions. Sound knowledge and experience of the relevant regulatory framework.
