Job summary
The post holder will take the lead specialist role in quality and audit, being responsible for the implementation, delivery and maintenance of the quality management system and such quality initiatives as are deemed necessary to achieve and maintain compliance with UKAS, relevant ISO, MHRA Blood Quality and Safety Regulations and/or HTA requirements.
The post holder is expected to provide leadership, advice, and direction to staff and users on matters relating to the quality management system, accreditation, quality assurance and audit.
Pathology Laboratories are situated across the four main sites of UHB i.e. QEHB, BHH, GHH and SH.
The successful candidate will be expected to work autonomously within the remit of the Quality Lead, seeking advice from the Laboratory Manager and Quality Manager as appropriate, and provide leadership, advice and direction to staff on matters relating to the QMS, accreditation and quality assurance.
1. Responsible for the maintenance of the document control system which includes monitoring the production and review of all laboratory documents.
2. Scheduling and monitoring a programme of internal audits to comply with the self-inspection criteria of the regulating and accrediting bodies.
3. Responsible for collating, reporting, monitoring the Quality and Performance indicators.
4. Monitor quality issues and non-conformances raised and assist the laboratory staff to resolve them in a timely fashion.
5. Responsible for collating, reporting, monitoring and communicating the outcomes of problem log and incident investigations.
6. Responsible for logging, monitoring, reporting and communicating performance in all Quality Assessment Schemes.
7. To encourage, promote and report on quality improvement ideas from staff.
8. To act as chair to the monthly departmental quality review meeting.
9. To produce quality meeting minutes for distribution within the department in a timely manner.
10. To assist in the preparation for UKAS Accreditation assessments and any other scheduled inspections.
11. To assist in the preparation and writing of the departmental Quality Management Review.

Person specification
Qualifications
1. State registration with the Healthcare Professions Council (HCPC).
2. MSc, Equivalent academic achievement ratified by the Institute of Biomedical Science (IBMS) OR Equivalent Level 7 Post Graduate Certification or Diploma.
3. Evidence of continuing professional development and proficiency in accordance with HCPC guidelines.
4. Post registration specialty training in accordance with Institute of Biomedical Science (IBMS) guidelines.
Experience
1. Evidence of continuing professional development and discipline specific proficiency for HCPC registration.
2. Demonstrate experience at BMS Band 6 post in a specific discipline.
3. A specialised knowledge of:
1. Fault finding and trouble shooting.
2. Quality control and assurance practices.
3. Laboratory health and safety.
4. Laboratory accreditation standards.
5. HCPC and IBMS professional standards, ethics, and proficiencies.
6. Evidence of supervisory role or experience.
7. Understanding of accreditation within labs (e.g. ISO 15189, MHRA).
8. Evidence of HR and Personnel experience.
Additional Criteria
1. Reliable.
2. Punctual.
3. Ability to work core and noncore hours is an essential element of the role.
4. Able to participate in Duty Manager Rota for out of hours service as required.
