Description Are you interested in shaping data strategy and driving improvements in the SPPA data to support the provision of Scotland’s key workers' pensions? As Lead Data Governance Manager, you will lead a project to enhance the management and continuous improvement of member data quality and structure. You will deliver a strategy aligned to major projects including the Pensions Platform programme and Pensions Dashboard. You will lead the implementation and benefits realisation while engaging and educating stakeholders at all levels to establish data management awareness, and an enduring professional data quality culture. The quality of scheme member data and the structure in which it is held are critical success factors for the SPPA. This requires taking a long-term view to define the benefits and scope of detailed data improvement plans. These will ensure compliance with legislative and regulatory actions which are critical to business-as-usual operations and to support a number of strategic projects: PPP; 2015 Remedy; NHS Practitioners, ABS. The improvement plan will build on previous initiatives to improve member data quality. You will prioritise the road map of benefits and capability improvements that the agency requires to allow the reduction of the cost to serve against increasing customer demand. Responsibilities Coordinate, maintain and drive continual improvement of a data management framework for SPPA, specifically but not exclusively for the provision of data for the government dashboard programme. Lead the implementation, management and continuous improvement of data governance, data standards and data quality policies and processes Implement and establish wider data management competencies within the organisation (such as data quality assurance, metadata management, master data management, data modelling, and development of data standards and data strategy) Working collaboratively with key stakeholders and subject matter experts as required be responsible for capturing, understanding and managing SPPA's data risks and issues, and co-ordinating with data owners to accept or resolve them Work across a small team, and a broad network across the Agency and wider SG to develop and deliver Data Management at SPPA Engage, support and coordinate the involvement of other data professionals in the maintenance and continual development of the data management framework. Work with the wider DDaT and public sector data community to promote and drive the establishment and use of common standards and approaches to data maturity Establish and embed assurance methods and processes which ensure SPPA is able to meet statutory and regulatory requirements in relation to the quality of improved data. Identify opportunities linked to automation and process efficiencies throughout the data lifecycle, and work as part of a multifunctional team to deliver improvements to both BAU, projects and annual events. Line management responsibilities for a small data specialist team and link closely with the programmes requiring data improvements for their delivery. Experience: Experience of coordinating, maintaining and driving continual improvement of an effective data management framework for a medium to large scale organisation. communicating and advocating the needs and benefits to technical and non-technical stakeholders. Experience of leading the implementation of data best practice and measuring data maturity across domains, identifying opportunities for improvement across the data life cycle. Experience of working with high impact or complex data risks and advising on impact, mitigation and resolution. Experience of managing a multi-disciplinary team who work with partners and stakeholders across organisational boundaries to deliver data management for an organisation. DDaT Pay Supplement This post attracts a £5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period.
